Sourcing boiler turbulators from China

Central-heating boiler turbulators from China carry 0% UK duty when classified as boiler parts; the wider heading ranges from 0% to 2%. Consumer products sold in Great Britain must be safe in normal or reasonably foreseeable use. Check the insert against the intended boiler design. 0% duty on identifiable boiler turbulators

Heading 8403 covers central heating boilers other than those of heading 8402, and their parts. This guide concerns separately supplied turbulators fitted inside boiler flue-gas passages. The table distinguishes product forms sharing the supplied parts lines: cast iron under 8403 90 10 00 and other materials under 8403 90 90 00, subject to confirming classification.

Read from the UK Trade Tariff on 1 October 2026, both parts lines carry 0% duty for goods from China. Complete boilers carry 2%. The supplied data lists no anti-dumping or countervailing duties, suspensions or attached import controls. Import VAT is normally 20%. See the import duty and VAT guide.

Confirm the commodity code using the material, drawing, intended boiler and goods actually shipped. Do not assume a generic metal strip qualifies as an identifiable boiler part. For the wider heading and related replacement assemblies, see the boiler heat-exchanger guide.

Specify the insert geometry and boiler match

Provide the boiler model, heat-exchanger drawing and an approved insert sample. Specify material grade, strip thickness or casting section, overall length, twist direction, pitch, outside envelope, retaining features and insertion depth. Agree dimensional tolerances, edge finish and the method for checking fit and removal through the service opening.

Ask for evidence that the proposed insert works with the intended boiler, fuel and flue arrangement. Agree how a competent specialist will assess flue resistance, combustion, heat transfer and cleaning access. Avoid accepting an efficiency claim based only on a similar-looking insert.

For Great Britain, consumer products must be safe in normal or reasonably foreseeable use. Anyone employed to work on gas appliances in domestic premises must be Gas Safe registered and competent in that area. Have a compliance adviser assess the supplied part's function and applicable rules through testing and certification support.

Worked duty example

Illustrative example, not a quote: Illustrative order: 300 steel central-heating boiler turbulators under 8403 90 90 00, invoiced at £5,000 free on board, with £640 of freight and insurance to the UK. The customs value is £5,640. Duty at 0% is £0. Import VAT at 20% is charged on the customs value plus duty, £5,640, so it is £1,128. With no duty, the only import tax is the VAT, which a VAT-registered importer can usually reclaim. The import duty and VAT guide explains each step.

Inspection checklist

Geometry: compare length, twist, pitch, straightness and retaining features with the approved drawing; check insertion and removal in the agreed fixture.

Material and finish: match material records to the batch; inspect sharp edges, cracks, loose welds, casting defects, corrosion and unapproved coatings.

Boiler compatibility: review the agreed specialist test results for the exact insert and boiler combination; check that cleaning access and retention match the approved design.

Packing and traceability: check part references, batch identification and packing against the purchase order; inspect for bent strips, damaged ends and moisture on arrival. Arrange quality inspection before dispatch.

What goes wrong

An insert can fit the passage yet have the wrong twist or pitch. That changes the flow path and can leave the boiler operating differently from the approved arrangement. Thin material can distort, burrs can catch during servicing, and weak retaining features can allow movement. Keep the approved sample and require written approval before changes.

Mixed boiler references and bent inserts create avoidable returns. Separate variants in labelled packs, use supports that prevent bending, and agree an arrival quarantine process for mismatched or damaged stock. Do not use a whole-boiler certificate as the sole evidence for a replacement insert.

Frequently asked questions

What is the UK import duty on boiler turbulators from China?

The supplied tariff data shows 0% on both cast iron and other boiler parts, with no listed trade remedies or suspensions. Confirm that the supplied turbulator qualifies as a boiler part. Complete boilers carry 2%.

Do boiler turbulators need CE or UKCA marking?

Ask a compliance adviser to assess the insert's function and applicable rules. A whole-boiler certificate alone does not demonstrate the suitability of the supplied replacement design.

Can I replace a boiler turbulator with a similar insert?

Match the boiler reference, material, geometry and retaining features. Have the proposed combination assessed before fitting; visual similarity alone is a poor basis for approving a replacement.

What should I ask the Chinese turbulator factory for?

Ask for a dimensioned drawing, material records, an approved sample, batch identification, fit-check results and evidence for the intended boiler combination. Agree packing that prevents bending and corrosion.
