Sourcing carpenters' pencils from China
Carpenters' pencils from China carry 2% UK duty for graphite and other encased cores; the wider heading ranges from 0% to 2%. Pencils intended for or likely to be used by consumers must be safe in normal or reasonably foreseeable use. Cambridge China Bridge sources carpenters' pencils.

Carpenters' pencil duty and classification
Heading 9609 covers pencils, crayons, pencil leads, pastels, drawing charcoals and certain chalks. Wooden carpenters' pencils with graphite cores fall within 9609 10 10 00; those with other encased cores fall within 9609 10 90 00. The table distinguishes product variants sharing these codes.
Read from the UK Trade Tariff on 30 September 2026, both pencil lines carried 2% duty for goods from China. The supplied tariff facts list no anti-dumping or countervailing duty, suspensions or attached import controls. The wider heading includes goods at 0%; that rate does not apply to these encased pencils.
Confirm the core composition and construction before choosing the commodity code. A coloured barrel does not establish the core material. See the wider pencils and art materials guide for other products in the heading.
| Goods | Commodity code | Duty | Anti-dumping or countervailing duty on China |
|---|---|---|---|
| Flat wooden carpenters' pencils with graphite cores | 9609 10 10 00 | 2% | None |
| Wooden carpenters' pencils with non-graphite red marking cores | 9609 10 90 00 | 2% | None |
Specify the core, barrel and marking surface
Specify the barrel profile, length, width, thickness, wood species and finish. Agree graphite hardness or coloured-core composition, core cross-section and bonding to the wood. Supply artwork showing print position and orientation, and retain an approved sample for comparison.
Approve marking performance on the actual surfaces your customers use, such as rough timber, plywood or plasterboard. Compare line visibility, point wear, smudging and sharpening with the intended knife or sharpener. Agree whether pencils arrive sharpened or unsharpened and how the points are protected.
For Great Britain, general product safety rules cover pencils intended for or likely to be used by consumers, including foreseeable home use. They must be safe in normal or reasonably foreseeable use. Include splinters, loose cores and coating safety in the assessment; agree the testing scope through testing and certification.
Worked duty example
Illustrative example, not a quote: 2,000 wooden graphite carpenters' pencils; illustrative order under 9609 10 10 00, invoiced at £1,200 free on board, with £540 of freight and insurance to the UK. The customs value is £1,740. Duty at 2% is £34.80. Import VAT at 20% is charged on the customs value plus duty, £1,774.80, so it is £354.96. Import taxes total £389.76; a VAT-registered importer can usually reclaim the VAT, so the lasting cost is the £34.80 of duty. The import duty and VAT guide explains each step.
Inspection checklist
Barrel: compare dimensions and profile with the approved sample; check straightness, splits, rough edges, coating coverage and printing.
Core and sharpening: sharpen samples from different cartons; check core centring, bonding, hidden fractures and whether the wood cuts cleanly without tearing.
Marking: draw on the agreed surfaces; compare visibility, point wear and smudging with the retained sample, including each core colour.
Packing and arrival: check pencil counts, point protection, carton condition and batch identification; look for damp wood, mould and damage. Record findings using the quality inspection guide.

What goes wrong
Poor core bonding can leave a pencil that looks sound but repeatedly breaks during sharpening. Off-centre cores produce uneven points, while unsuitable wood tears or splinters. A substituted core can give faint marks on rough timber or wear faster than the approved sample.
Printed branding can rub off, and damp packing can leave warped barrels or mould. Compare production samples before shipment and repeat sharpening and marking checks on arrival. Record affected batches and agree the remedy against the written specification.
