Canned common whelk: 20% duty

Read from the UK Trade Tariff on 30 September 2026, heading 1605 covers prepared or preserved crustaceans, molluscs and other aquatic invertebrates. The supplied common whelk line, 1605 59 00 10, carries 20% duty for goods from China, with no listed anti-dumping duty, countervailing duty or suspension. The other table rows are classification comparisons and related molluscs, rather than additional sea-snail codes.

The common whelk line attaches veterinary control, organic import control and an export control labelled CITES. Confirm the veterinary entry document and the relevance of that export control with your customs broker. Check country and establishment approval before ordering. Arrange advance border notification and confirm which health or commercial documents apply to the exact canned product. For organic goods, confirm certification and inspection-certificate arrangements with your organic control body.

The supplied line 1605 58 00 00 expressly excludes sea snails. Do not select it just because the invoice says snails. Confirm the commodity code using the scientific species name, recipe and preservation method. The supplied facts identify common whelk, not every sea-snail species. See the canned clams guide for the wider heading.

Specify the species, meat preparation and can

Require the scientific species name alongside the commercial name. Specify whole or sliced meat, removal of shell fragments and hard parts, size grade, texture, packing liquid and seasoning. Identify whether the raw material is wild-caught or farmed and where it was harvested. Retain an approved sample for comparison with production.

Agree net and drained weights, the draining method, can lining, opening method and carton protection. Request heat-processing records and evidence supporting the proposed shelf life. Review ingredients, emphasised mollusc allergens, storage instructions and the UK food business address before printing. For meat packed in brine, the label must show drained net weight.

Worked duty example

Illustrative example, not a quote: Illustrative trial order of canned common whelk in brine under 1605 59 00 10, invoiced at £30,000 free on board, with £4,000 of freight and insurance to the UK. The customs value is £34,000. Duty at 20% is £6,800. Import VAT at 20% is charged on the customs value plus duty, £40,800, so it is £8,160. Import taxes total £14,960; a VAT-registered importer can usually reclaim the VAT, so the lasting cost is the £6,800 of duty. The import duty and VAT guide explains each step. This assumes the goods are standard-rated for VAT. Most food for human consumption is zero-rated, and animal feed can be too, in which case no import VAT is due, so check the rate for your product in HMRC's VAT Notice 701/14.

Inspection checklist

Identity and records: match the species, factory, batch markings and packing list to the approved order; resolve document discrepancies before shipment.

Can integrity: inspect seams, leakage, swelling, rust and dents near the seam. Request seam measurements and commercial-sterility results for the production batch.

Contents and weight: drain sampled cans by the agreed method, weigh the meat and inspect for shell fragments, hard parts, broken pieces and texture differences.

Labels: compare printed cans with approved artwork, including ingredients, emphasised allergens, declared weights and storage instructions. Use the quality inspection guide to define the inspection brief.

What goes wrong

A supplier uses sea snail as a general description, but delivers a different species or declares the line that excludes sea snails. A correct duty rate does not resolve product eligibility or documentation. Obtain species identification and have the broker review the proposed declaration before production.

Quality disputes arise over excess brine, short drained weight, shell fragments, tough meat and damaged seams. Compare production with the retained sample and investigate swollen or leaking cans before releasing stock. Agree how rejected cans and affected batches will be handled.

Cambridge China Bridge sources these products for UK businesses, checking the factory and the documents before shipment. See factory verification. For repeat volumes, see container programmes.
