Sourcing bullwhips from China

Bullwhips from China carry a flat 2% UK import duty, whether hand-made or otherwise. Check construction and material species before ordering: the torture-equipment import ban covers whips with multiple lashes, while consumer products sold in Great Britain must be safe in foreseeable use. UK import duty on bullwhips: 2%

Read from the UK Trade Tariff on 30 September 2026, heading 6602 covers walking sticks, seat-sticks, whips, riding-crops and similar goods. Bullwhips fall within its whip family. Both the hand-made and other lines carry 2% duty for goods from China, with no anti-dumping or countervailing duty recorded and no suspensions. The table shows material variants sharing these tariff lines.

The tariff attaches a torture-equipment import prohibition, CITES import control and seal-product import control. The official import-ban list includes whips with multiple lashes. CITES-listed material may need permits. Seal products for sale in Great Britain must qualify under the Inuit and other indigenous communities’ exemption. For a China shipment involving these materials, confirm the applicable permissions and supporting documents with your customs broker before ordering.

The tariff also records torture-equipment and CITES export controls; confirm their requirements with your customs broker before onward export. Check the construction, material species and manufacturing method when confirming the commodity code. See the livestock handling whips guide for the wider product family.

Specify the braid, core and handle

Specify leather species and tanning finish, or synthetic cord material, together with the internal core and braid construction. Define how length is measured, whether the handle and replaceable end sections are included, handle dimensions, grip finish, colour and packed shape. Request photographs of the core and handle attachment before the outer braid hides them.

Approve the taper, flexibility, handle-to-thong transition, replaceable fall and cracker attachment on a finished sample. Specify a plain lash without added barbs, hooks, spikes or impact-enhancing metal attachments. Ask for material identification rather than accepting a generic description such as genuine leather.

Consumer products sold in Great Britain must be safe in normal or reasonably foreseeable use. Assess detached end pieces, exposed core components and handling risks; agree instructions, warnings and packaging appropriate to the intended use before approving production.

Worked duty example

Illustrative example, not a quote: 50 hand-made leather bullwhips, illustrative order under 6602 00 00 10, invoiced at £2,000 free on board, with £900 of freight and insurance to the UK. The customs value is £2,900. Duty at 2% is £58. Import VAT at 20% is charged on the customs value plus duty, £2,958, so it is £591.60. Import taxes total £649.60; a VAT-registered importer can usually reclaim the VAT, so the lasting cost is the £58 of duty. The import duty and VAT guide explains each step.

Inspection checklist

Construction: compare the braid, taper and flexibility with the approved sample; flex the handle transition and check for gaps, loose strands or core exposure.

Attachments: check handle security, retaining knots and fall and cracker attachment; repeat the agreed pull and flex checks on production samples.

Finish: inspect leather for splitting, rough edges and uneven dressing; rub coloured surfaces with a damp cloth and check for transfer.

Arrival: uncoil samples and check for persistent kinks, mould, damp packing and distorted handles. Record defects by batch using the inspection guide.

What goes wrong

A neat outer braid can conceal a different core or weak handle attachment. Loose braiding opens during flexing, stiff leather cracks at the transition, and poorly secured end pieces detach. Tight coils and damp packing can leave kinks or mould. Agree these checks against the approved sample rather than judging photographs alone.

A material substitution can also change the import-control assessment. Record species and construction in the order, require approval before substitutions, and compare production samples with that record. A tariff code and duty rate do not establish that a particular design can be imported.

Frequently asked questions

What is the UK import duty on bullwhips from China?

Both hand-made bullwhips under 6602 00 00 10 and other bullwhips under 6602 00 00 90 carry 2% duty. The supplied tariff record shows no anti-dumping or countervailing duty and no suspension.

Are all bullwhips allowed into the UK?

Check the actual design. The official torture-equipment import-ban list includes whips with multiple lashes. Material controls also need checking; ask your customs broker to assess the exact product before ordering.

Can I import bullwhips made from exotic leather?

Identify the species first. CITES permits are required for species listed in Annex A, B or C. Confirm the applicable permissions and Chinese export documents with your customs broker before ordering.

What should I check when bullwhips arrive?

Check the braid and taper against the sample, flex the handle transition, inspect retaining knots and end attachments, and look for split leather, colour transfer, mould and persistent packing kinks.
