Read from the UK Trade Tariff on 27 September 2026, heading 3003 covers medicaments of two or more constituents mixed together for therapeutic or prophylactic uses, not in measured doses or packed for retail sale. All 10 lines carried 0% on goods from China, with no anti-dumping measure: medicaments containing penicillins, other antibiotics, insulin, other hormones, ephedrine, pseudoephedrine, norephedrine or other alkaloids, antimalarial active principles, and others.

MHRA licences, precursors and veterinary rules
Under the Human Medicines Regulations 2012, importing medicinal products for human use from outside the UK needs an MHRA licence that covers importation, and each batch must be certified by a qualified person before release; distribution needs a wholesale dealer's licence. Veterinary medicines follow the Veterinary Medicines Regulations 2013.
Mixtures containing ephedrine, pseudoephedrine or norephedrine can fall under drug precursor controls, so check the Home Office licensing position before ordering.
Specifying bulk medicaments
Specify the formula and pharmacopoeial standards, active content and tolerance, impurity limits, blend uniformity, particle size, water content, packing, storage conditions, retest date, GMP certification and the documents the licence holder needs for QP release.
Worked duty example
An invented example rather than a quote: 500 kg of a bulk medicament blend for tableting, commodity code 3003 90 00 00, bought for £30,000 free on board, with £1,500 of freight and insurance, so £31,500 is the value customs works from. Documents: check the GMP certificate, certificate of analysis, batch records and the documents the qualified person needs before release.
Laboratory: test identity, assay, impurities and uniformity on an independent sample.
Packing and transport: check sealed, labelled containers and temperature control where the product requires it.
What goes wrong
Bulk medicament orders fail on licensing, GMP evidence and stability. Buyers import without the right MHRA licence, producers cannot supply the GMP documents a qualified person needs, and products degrade in transit without temperature control.
