Waterwall panels: the boiler parts duty

Heading 8402 covers steam or other vapour generating boilers, superheated water boilers and their parts. Waterwall panels form the tube-lined furnace walls of a watertube boiler. For panels supplied separately as identifiable boiler parts, check code 8402 90 00 00. The table repeats this parts line for different panel configurations.

Read from the UK Trade Tariff on 1 October 2026, all supplied lines carried 0% duty for goods from China. The parts line records no anti-dumping or countervailing duty, steel measure, suspension or attached import control. This tariff result does not establish the panel's suitability for the boiler.

Specify the tube layout and repair interfaces

Supply the approved panel drawing and revision, tube material grade, outside diameter, wall thickness, tube pitch, membrane strip dimensions and panel envelope. Identify bends, burner openings, attachment positions, header connections and the tube ends left for site welding. State the design pressure, temperature and intended boiler service without asking the factory to infer them from photographs.

Agree whether the supply is a fabrication component or regulated pressure equipment before ordering. Where supplied as regulated pressure equipment into Great Britain, the importer must check the manufacturer's required conformity assessment and provide importer contact details. The importer must also ensure that English instructions accompany the equipment.

Agree the weld procedures, material traceability, weld examination scope, pressure-test arrangements and acceptance criteria with the boiler engineer. Obtain a drawing-linked manufacturing record rather than a certificate for an unrelated complete boiler.

Worked duty example

Illustrative example, not a quote: An illustrative replacement waterwall panel set for a small industrial boiler under 8402 90 00 00, invoiced at £28,000 free on board, with £4,000 of freight and insurance to the UK. The customs value is £32,000. Duty at 0% is £0. Import VAT at 20% is charged on the customs value plus duty, £32,000, so it is £6,400. Inspection checklist

Materials: match tube and membrane material certificates to the identification on the supplied panels; check that substitutions have been agreed.

Geometry: measure tube pitch, panel diagonals, flatness, bends and opening positions against the approved drawing; check site weld ends and header interfaces.

Welds and tests: review weld examination and pressure-test records against the panel identifiers; inspect for cracks, undercut, distortion and undocumented repairs.

Arrival condition: check bracing, lifting damage, crushed tube ends, corrosion and missing end caps. Keep panel identifiers visible and record damage before installation. Agree the inspection scope through quality inspection.

What goes wrong

Membrane welding can pull a panel out of shape, leaving tube ends or burner openings misaligned. Unapproved material substitutions, incomplete weld records and damaged transport supports can turn a replacement into site rework. Check the interfaces before shipment and repeat the dimensional checks on arrival.

HSE advises that a major repair or modification may require the whole pressure system to be re-examined before reuse. Modifications must be planned, recorded and must not lead to danger. Agree the replacement and examination plan with the boiler engineer and competent person before installation.
