Benzylamine duty and tariff controls

Read from the UK Trade Tariff on 1 October 2026, heading 2921 covers amine-function compounds. The residual aromatic monoamine line 2921 49 00 90 carries 6% duty for goods from China. The purchasing grades shown above share this tariff line, subject to confirmation of the actual composition.

The supplied tariff record lists no anti-dumping or countervailing duty for this line. Its suspension names other chemicals and does not cover benzylamine. The UK Trade Tariff attaches Home Office controlled-drug import and export controls, dangerous-chemical export controls and waste export controls. Confirm their applicability to the exact shipment with your customs broker before dispatch.

Specify benzylamine identity and batch quality

Specify benzylamine by its chemical identity, rather than accepting an invoice that says only 'amine'. State whether you want the free substance or a salt, the intended process, assay method, water test, colour acceptance and impurity profile. Agree the limits with your process chemist and require a certificate of analysis for the supplied batch.

Confirm with HSE the UK REACH registration responsibilities applicable to your annual imports of the substance. Registration is per substance and per legal entity. Arrange an English safety data sheet and compliant chemical labels and packaging before supply to the Great Britain market.

Agree drum material, closure, seal identification, sampling arrangements and storage instructions against the safety data sheet. Use factory verification to check who produces the material and who issues the batch analysis.

Worked duty example

Illustrative example, not a quote: One tonne of benzylamine for process trials, illustrative only under 2921 49 00 90, invoiced at £4,000 free on board, with £2,500 of freight and insurance to the UK. The customs value is £6,500. Duty at 6% is £390. Import VAT at 20% is charged on the customs value plus duty, £6,890, so it is £1,378. Import taxes total £1,768; a VAT-registered importer can usually reclaim the VAT, so the lasting cost is the £390 of duty. The import duty and VAT guide explains each step.

Inspection checklist

Identity: match the drum labels, invoice, safety data sheet and batch certificate to benzylamine and the ordered form.

Analysis: check assay, water, colour and agreed impurities against the purchase specification; compare arrival samples with the approved sample.

Packaging: check closures, seals, leakage, drum damage and compatibility with the supplier's documented storage instructions.

Traceability: match batch references and quantities across the packing list and drums; retain the certificate and inspection record.

What goes wrong

An assay result alone can hide a mismatch in water content or impurity profile. A certificate for a different batch, an unspecified analytical method or a substituted grade makes the result difficult to use. Hold material that fails the agreed specification until the supplier and your process chemist resolve the discrepancy.

A supplier may copy another amine's tariff treatment or leave the residual line's controls unexplained. If the shipment contains controlled drugs or precursor chemicals, an import or export licence is required. Waste shipment controls apply when the material is waste. Ask your customs broker to resolve the attached controls for the actual shipment.
