Sourcing railway signal lamps from China

Battery-powered handheld railway signal lamps and their parts from China carry a flat 4% UK duty, with no trade remedies in the supplied tariff record. Importers placing lamps on the UK market need to address WEEE producer registration; confirm applicable battery rules with the relevant authority. Cambridge China Bridge sources battery-powered handheld railway signal lamps.

Flat 4% duty on lamps and parts

Read from the UK Trade Tariff on 30 September 2026, heading 8513 covers portable electric lamps designed to work from their own energy source. This guide concerns battery-powered handheld railway signal lamps. Complete lamps fall under 8513 10 00 00; parts fall under 8513 90 00 00. The table shows buying variants sharing these tariff lines.

Both supplied commodity lines carry 4% duty for goods from China. The supplied record lists no anti-dumping or countervailing measures, suspensions or attached import controls. This tariff position does not establish that a lamp meets the railway customer's operating specification.

Give your customs broker the power-source details, photographs and a description of the signalling function to confirm the commodity code. For other portable rechargeable lamps within the heading, see rechargeable inspection lamps.

Specify signal colours and selector behaviour

Start with the railway customer's written specification. Agree the signal colours, colour measurement method, viewing direction, beam spread and visibility test conditions. Specify steady or flashing operation, selector positions and how the lamp behaves as the battery runs down. Ask the customer to approve a sample before bulk production.

Specify battery chemistry, replaceable or rechargeable construction, charger compatibility, operating duration in each signal mode, glove operation and weather resistance. For lithium models, obtain transport testing evidence and the test summary, as described in the site's portable-lamp guide.

Electrical equipment producers must register annually under WEEE rules. Confirm with the relevant authority which battery rules apply to battery-supplied lamps. For lamps within the hazardous-substance rules, importers must be able to evidence compliance when OPSS requests it. Electromagnetic compatibility rules cover equipment liable to generate electromagnetic disturbance, subject to exceptions; check the proposed lamp's scope before ordering.

Ask for model-matched test reports, the declaration of conformity and clear operating instructions. Use testing and certification to plan checks against the actual lamp, battery and charger combination.

Worked duty example

Illustrative example, not a quote: Illustrative order: 600 rechargeable handheld railway signal lamps under 8513 10 00 00, invoiced at £12,000 free on board, with £900 of freight and insurance to the UK. The customs value is £12,900. Duty at 4% is £516. Import VAT at 20% is charged on the customs value plus duty, £13,416, so it is £2,683.20. Import taxes total £3,199.20; a VAT-registered importer can usually reclaim the VAT, so the lasting cost is the £516 of duty. The import duty and VAT guide explains each step.

Inspection checklist

Signal output: compare every specified colour with the approved sample and agreed measurement results; check visibility from the specified directions, including near the end of the claimed operating duration.

Selector and grip: operate the controls with gloves, confirm that each position gives the intended signal, and check for accidental switching, loose selectors or ambiguous position markings.

Battery and charging: check battery identity, compartment fit and contact security; run each signal mode, monitor charging temperature and examine the low-battery indication.

Housing and records: check seals, lens retention, handle security and model identification against the approved specification. Arrange inspection around the agreed weather-resistance and handling tests.

What goes wrong

A lamp can light up correctly on a bench yet fail the agreed signalling test. Look for colour changes through the lens, light leaking from an unselected signal, selectors that move during handling and output that fades before the claimed operating duration. Compare production samples with the approved lamp in the customer's agreed viewing conditions.

Loose battery contacts can interrupt the signal when the lamp moves. Poor seals can admit water around the selector or battery door. Record the lens, light source, battery and control components in the purchase specification, and agree that proposed substitutions are reviewed before production.

Frequently asked questions

What is the UK import duty on handheld railway signal lamps from China?

The supplied tariff record gives 4% for complete lamps under 8513 10 00 00 and parts under 8513 90 00 00, with no trade remedies or suspensions.

Which signal colours should I specify?

Use the railway customer's written specification. Agree colours, measurement methods, viewing directions and visibility test conditions, then obtain sample approval.

What should I check on rechargeable railway signal lamps?

Check duration in every signal mode, low-battery behaviour, charger compatibility, charging temperature and battery retention. Obtain transport testing evidence and the test summary for lithium models.

Does a working sample prove the production lamps are suitable?

Check production samples against the approved specification. Test signal colours, selector behaviour and visibility as batteries discharge, then inspect seals, handles and battery contacts.
