Ankle weights: candidate duty of 2%

Read from the UK Trade Tariff on 16 December 2026, heading 9506 covers general exercise and sports equipment. Other exercise equipment under 9506 91 90 00 is the candidate line for ordinary ankle weights. The table repeats this line for different constructions, rather than identifying separate tariff codes. The recorded China duty is 2%, with no anti-dumping or countervailing duty and no suspension.

The candidate line attaches cat and dog fur import and export controls. Imports and exports of such fur and products made from it are banned, including goods from China. Specify covers and linings without these materials. The tariff also attaches a cultural-goods export licence control; ask your customs broker to confirm its relevance if subsequently exporting.

Confirm the commodity code using the finished product, filling and adjustment method. Removable weight pouches do not by themselves establish classification as apparatus with an adjustable resistance mechanism. For the wider heading, see resistance bands.

Specify the filling, fit and fastening

State the finished weight of each cuff and the packed pair, with agreed tolerances. Name the filling material, internal pouch construction, outer fabric or covering, lining and closure. Specify whether weights are fixed or removable, the ankle fit range, strap overlap and the way removable pouches are retained.

Approve a physical sample worn over the intended clothing and moved through the intended exercises. Check pressure points, slipping, exposed hard edges and filling movement. Agree checks for repeated fastening, seam strength, abrasion and filling leakage, with acceptance criteria recorded against the sample.

Confirm with your local Trading Standards authority the safety requirements applicable to consumer ankle weights supplied in Great Britain, including how to assess normal and reasonably foreseeable use. Keep safety evidence matched to the actual filling, covering and fastening. Agree instructions explaining fitting, fastening, inspection and care, and assess risks from detached components or escaped filling.

Worked duty example

Illustrative example, not a quote: Illustrative order of 350 pairs of textile ankle weights under 9506 91 90 00, invoiced at £2,500 free on board, with £350 of freight and insurance to the UK. The customs value is £2,850. Duty at 2% is £57. Import VAT at 20% is charged on the customs value plus duty, £2,907, so it is £581.40. Import taxes total £638.40; a VAT-registered importer can usually reclaim the VAT, so the lasting cost is the £57 of duty. The import duty and VAT guide explains each step.

Inspection checklist

Weight and pairing: weigh individual cuffs and packed pairs against the specification; confirm that the marked weight refers clearly to the cuff or the pair.

Containment: flex and handle filled cuffs, inspect seams and pouch closures, and look for escaping particles, coating cracks or exposed metal.

Fit and fastening: check strap overlap, stitching, buckle edges and closure grip during the agreed movement test; compare with the approved sample.

Arrival and identification: check dampness, rust staining, damaged covers, missing pouches and pair counts. Confirm with your local Trading Standards authority which producer name and address and product or batch identification details should appear on the product or packaging. Record findings using the inspection guide.

What goes wrong

A supplier may describe the pair weight as though it were the weight of each cuff. Uneven filling can make matched cuffs feel different, while loose granules can collect at the bottom and create pressure points. Short straps or weak closures can allow the cuff to rotate or slip during movement.

Seams can release fine filling after flexing, and metal filling can leave rust stains if moisture enters. An attractive sample may use a different lining or closure from production. Retain an approved filled sample, record the material specification and require written approval before substitutions.
