Agate mortars and pestles: 2% duty

Read from the UK Trade Tariff on 4 October 2026, heading 7116 covers articles of natural or cultured pearls and precious or semi-precious stones. Agate mortars and pestles fall within the other stone articles line, 7116 20 80 00, carrying 2% duty for goods from China. The supplied tariff facts record no anti-dumping or countervailing duty and no suspension for this line. The table shows buying formats sharing that line.

The UK Trade Tariff attaches a restriction on entry into free circulation referring to Russia sanctions. Official guidance explains that shipping from somewhere other than Russia does not necessarily remove a prohibition. Confirm the requirement for your shipment with your customs broker, including its origin and route, before dispatch.

Confirm the commodity code against the actual material and finished article, particularly if the supplier offers imitation stone or a composite grinding surface. For the wider heading, see carved agate bookends.

Specify the stone and grinding surfaces

Specify natural agate, internal bowl diameter and depth, working capacity, wall thickness, base shape and pestle dimensions. Agree the bowl curvature and pestle contact area using an approved sample. State whether a pouring lip is needed and distinguish cosmetic colour variation from cracks, cavities and repaired areas.

Ask for written disclosure of dyeing, resin impregnation, fillers and surface coatings. For analytical work, agree a grinding trial and contamination check using your intended sample material. Define cleaning instructions and packing that keeps the pestle away from the bowl during transport.

For products intended for or likely to be used by consumers in Great Britain, the general product safety rules require safety in normal or reasonably foreseeable use. For food-preparation purchases, agree evidence of suitability for the intended foods and cleaning method rather than relying on a laboratory-use description.

Worked duty example

Illustrative example, not a quote: Illustrative order of 200 agate mortar and pestle sets under 7116 20 80 00, invoiced at £1,500 free on board, with £300 of freight and insurance to the UK. The customs value is £1,800. Duty at 2% is £36. Import VAT at 20% is charged on the customs value plus duty, £1,836, so it is £367.20. Import taxes total £403.20; a VAT-registered importer can usually reclaim the VAT, so the lasting cost is the £36 of duty. The import duty and VAT guide explains each step.

Inspection checklist

Stone identity: check the material declaration and treatment disclosure against the approved sample; investigate unusually uniform colour or visible filled areas.

Grinding surfaces: inspect the bowl and pestle tip for cracks, chips, pits, coatings and polishing residue, especially around the rim and pouring lip.

Fit and performance: check dimensions, base stability and pestle movement; run the agreed grinding and cleaning trial and examine any visible shedding.

Packing: check that each pestle is restrained separately, the bowl is cushioned and matched components remain identifiable. Use the quality inspection guide to brief the inspector.

What goes wrong

A polished exterior can hide pits or repaired cracks in the grinding bowl. A poorly matched pestle can contact only a narrow area, leave material unground or strike the rim. Loose pestles can chip bowls in transit. Reject defects against the agreed sample and inspection criteria.

For analytical buyers, stone identity alone does not establish suitability for the method. Check sample recovery, cleaning and contamination during the trial, and retain an approved set for comparison with repeat orders.

Do not assume suitability from the material name. Ask for evidence covering the finished bowl and pestle, any treatments, intended foods and cleaning conditions.

What should I check before accepting delivery?
