Zero customs duty, separate VAT treatment

Read from the UK Trade Tariff on 1 October 2026, heading 4901 covers printed books, brochures, leaflets and similar printed matter. Its supplied lines all carry 0% duty for goods from China, with no anti-dumping or countervailing duty and no suspensions recorded. The table shows adult colouring-book formats sharing the other-books code, rather than separate tariff lines.

The tariff attaches a DCMS Export Licence control. Official guidance says cultural objects have no import licensing requirement into Great Britain; this export control should be distinguished from import clearance. Ask your customs broker to confirm its applicability and any document waiver for newly printed books.

Confirm the finished product's commodity code, especially if pens or other accessories are included. Books marketed for adults do not qualify for colouring-book VAT zero rating; budget for 20% import VAT. See the import duty and VAT guide and the wider book printing guide.

Paper, line artwork and usable binding

Specify trim size, page count, paper stock and weight, opacity, surface texture, cover finish and binding. Name the intended colouring tools, such as pencils or felt-tip pens. Agree whether artwork appears on both sides of each leaf, whether pages are removable and how far illustrations sit from the binding. Approve a printed, bound sample on the actual stock.

Try the intended tools on that sample: check pencil coverage, rubbing, ink feathering and penetration onto following pages. Inspect fine outlines at finished size and check that the binding opens enough to reach the inner artwork. Official product-safety guidance requires consumer products supplied in Great Britain to be safe; assess exposed staples, wire ends and detachable binding parts.

Worked duty example

Illustrative example, not a quote: 5,000 hardback adult colouring books; illustrative order, not a quote under 4901 99 00 00, invoiced at £20,000 free on board, with £2,500 of freight and insurance to the UK. The customs value is £22,500. Duty at 0% is £0. Import VAT at 20% is charged on the customs value plus duty, £22,500, so it is £4,500. With no duty, the only import tax is the VAT, which a VAT-registered importer can usually reclaim. The import duty and VAT guide explains each step. This assumes the goods are standard-rated for VAT. Printed books, newspapers and periodicals, children's picture and painting books, printed music and maps can be zero-rated under HMRC's VAT Notice 701/10, in which case no import VAT is due, so check the rate for your product.

Inspection checklist

Paper: compare production stock with the approved sample, test the intended colouring tools and check opacity, feathering and ink penetration.

Artwork: check complete outlines, clean backgrounds, page sequence, duplicated illustrations and trimming against the approved files.

Binding: open sampled copies, check access to inner designs, pull-test glued pages and look for loose leaves, protruding staples or sharp wire ends.

Arrival condition: check cartons and copies for dampness, mould, crushed corners and cover scuffing; reconcile titles and quantities with the packing list. Use the inspection guide to prepare the checks.

What goes wrong

A paper substitution can make pencil colouring patchy or allow marker ink to penetrate. Designs placed too close to the spine become difficult to colour, while weak glue or poor perforations release pages during use. Record the approved paper and binding in the order, retain a signed sample and repeat the colouring test on production copies.

VAT is another common quoting error: the general zero rating for printed books should not be assumed for adult colouring books. HMRC's guidance excludes colouring books presented as suitable for adults from that zero rate. Review the cover wording and sales presentation before calculating the landed cost.
