Sourcing 2,4-dichlorophenol from China

2,4-Dichlorophenol from China carries 4% UK duty on the residual halogenated phenol line; its named-substance suspension does not cover this chemical. For Great Britain, check UK REACH registration and chemical labelling responsibilities before supply. Cambridge China Bridge sources 2,4-dichlorophenol.

Duty on 2,4-dichlorophenol

Read from the UK Trade Tariff on 2 October 2026, heading 2908 covers derivatives of phenols or phenol-alcohols. The residual halogenated line, 2908 19 00 90, carries 4% duty for goods from China, with no anti-dumping or countervailing duty shown. Its 0% suspension names other substances, not 2,4-dichlorophenol. See the wider phenol derivatives guide for neighbouring products.

The tariff attaches export controls on dangerous chemicals and waste. HSE states that imports have no prior informed consent notification obligation, but importers of chemicals listed under that scheme must report annual quantities. Confirm whether the substance is listed and ask your customs broker to confirm any applicable waste-control requirement for the shipment from China.

For 2,4-dichlorophenol supplied as a substance, check the residual line against the actual composition. Give your broker the chemical identity, impurity profile and details of any added ingredients. Confirm the commodity code before ordering; a suspension attached to a code does not mean every substance within it qualifies.

Specify the isomer and impurity profile

Name 2,4-dichlorophenol explicitly rather than ordering generic dichlorophenol. Specify the chemical identity, intended use, assay and test method, water content, melting range, colour, physical form and packaging. Agree limits for other chlorophenol isomers and more highly chlorinated phenols. Request a batch certificate of analysis and retain an approved sample.

For Great Britain, confirm with HSE the UK REACH registration position for your importing business, including whether an only representative route or exemption applies. Confirm any safety data sheet requirements, including delivery timing and updates, with HSE. Correct chemical labelling and packaging are required before placing the goods on the market.

Worked duty example

Illustrative example, not a quote: 20 kg laboratory trial batch of 2,4-dichlorophenol, illustrative only under 2908 19 00 90, invoiced at £3,000 free on board, with £980 of freight and insurance to the UK. The customs value is £3,980. Duty at 4% is £159.20. Import VAT at 20% is charged on the customs value plus duty, £4,139.20, so it is £827.84. Import taxes total £987.04; a VAT-registered importer can usually reclaim the VAT, so the lasting cost is the £159.20 of duty. The import duty and VAT guide explains each step.

Inspection checklist

Identity: match the purchase specification, certificate of analysis, safety data sheet and container labels to 2,4-dichlorophenol and the delivered batch.

Purity: have an independent laboratory check identity, assay, other chlorophenol isomers, water content and the agreed melting range.

Trace contaminants: request pentachlorophenol testing with a reporting limit suitable for checking any applicable unintentional-trace limit, confirmed with the relevant environmental authority.

Packing: check seals, closures, batch marks, leakage and contamination around the containers. Check chemical labels and packaging against the GB requirements before supply.

What goes wrong

A generic chlorophenol specification can leave the isomer composition unclear. An overall assay result may conceal an unsuitable impurity profile, while colour or melting range can miss the agreed specification. Request the underlying analytical results and investigate discrepancies before releasing the batch. Use the quality inspection guide to plan independent checks.

A separate failure is claiming the residual line's suspension without checking its named substances. It does not cover 2,4-dichlorophenol. Pentachlorophenol contamination also needs attention: confirm the applicable persistent organic pollutant restrictions and any unintentional-trace limit with the relevant environmental authority. Agree trace testing before shipment.

Frequently asked questions

What is the UK import duty on 2,4-dichlorophenol from China?

The supplied tariff snapshot shows 4% under 2908 19 00 90, with no anti-dumping or countervailing duty. The named-substance suspension does not cover 2,4-dichlorophenol.

Does the tariff suspension make 2,4-dichlorophenol duty-free?

No. The suspension on the residual line applies only to its named substances. 2,4-Dichlorophenol is not named, so budget for 4% duty.

Do I need UK REACH registration for 2,4-dichlorophenol?

For Great Britain, confirm with HSE whether registration is required for your imports, whether an exemption applies or whether an only representative covers them. Confirm your route before ordering.

What should I test in a Chinese 2,4-dichlorophenol batch?

Check identity, assay, chlorophenol isomers, water content, melting range and pentachlorophenol traces against the agreed specification. Match the results to the delivered batch.
