Costs & payment

UK customs value for second-hand hobby items

Start with the price actually paid or payable for the used item, subject to the transaction valuation rules and transport adjustments. Support it with purchase records, payment evidence and dated condition photographs. Ask why a courier needs the original retail price. Evidence gathering in China can be supported by Cambridge China Bridge.

Start with the used-item transaction

For a second-hand hobby purchase shipped from China, start by documenting the actual sale. Under transaction valuation, the starting point is the total payment made or payable for the imported goods. A historical retail price describes a different transaction; ask the courier to explain its relevance before treating it as the declaration value.

Tell the clearance team whether you bought the item for this shipment or acquired it earlier and used it overseas yourself. HMRC says depreciation depends on the extent and period of use. If you used it overseas after purchase, ask the team to check the appropriate valuation approach before proposing a reduction.

Build a purchase-price evidence pack

Save the original listing, agreed offer, seller’s invoice or receipt, order confirmation and payment record. Match the seller, item description, currency and transaction reference across them. If a private seller has no invoice, ask for a dated sale receipt identifying the item, parties, agreed price and delivery arrangement.

Explain differences between the receipt and payment record, such as a deposit, outstanding balance, bundled delivery or separately displayed payment fees. Supply the original Chinese documents alongside a clear translation. For reconciling separate charges, see our guide to value evidence for multiple invoices.

Record why this particular item cost less

Before dispatch, collect dated photographs showing the model, serial number, wear, damage, missing accessories and packaging. Save the seller’s description of faults and any messages explaining the agreed price. For equipment, request a demonstration of its intended functions and identify which functions remain untested.

Use condition records to explain the price you actually agreed. Avoid applying an extra wear allowance to a purchase price that already reflects those faults. If the hobby item is electrical, address its product or waste status separately using our used electrical items guide.

Reconcile transport with the purchase price

Ask HMRC or your customs broker to confirm how freight and insurance to the UK border, packing and other applicable adjustments affect the customs value. Separately identified transport after arrival can be excluded. Our customs value guide explains the wider additions and exclusions.

Ask the seller and courier to identify what delivery the purchase price already includes. Put the goods price, included freight, separately billed freight, insurance and UK delivery on a worksheet. Mark each charge as included or additional so the clearance team can avoid counting it twice. Ask for a supported breakdown rather than estimating a UK delivery deduction.

Reply when the courier asks for original retail price

Ask whether they mean the price when new, your actual purchase price or an insurance replacement value. Ask whether the request comes from the clearance team or HMRC. Reply: “This is a second-hand purchase. Attached are the sale record, payment evidence and condition photographs. Please explain why the original retail price is needed and confirm the proposed valuation basis and transport adjustments.”

If you know the historical retail price, label it as background information and identify its source. If you do not know it, say so. Ask for any unresolved concern to be referred to the clearance reviewer, and request the proposed calculation before clearance. Keep the correspondence and final declaration with your evidence pack. Cambridge China Bridge can help gather seller documents and item photographs through its own staff in China.

Frequently asked questions

Is customs value the original price when new?

Under transaction valuation, the starting point is the total paid or payable for the imported goods, with applicable adjustments. Ask why a courier wants the historical retail price.

What if the private seller has no invoice?

Ask for a dated sale receipt identifying the parties, item, agreed price and delivery arrangement. Keep the listing, messages and payment evidence with it, and ask the clearance team what else it needs.

Can I deduct more because the item is worn?

Use photographs and fault records to explain the agreed used price. Avoid subtracting another wear allowance from that price. Flag any use overseas by you after purchase for a separate valuation check.

Do I add shipping if it was included?

Identify what the purchase price already covers before adding freight. Keep the seller’s delivery terms and courier breakdown together so the same transport charge is not counted twice.
