Can I import used electrical items from China?
You may be able to import a used or refurbished electrical item for your hobby, but establish whether it is a product or waste before shipping. Obtain item-specific test results, a clear reuse plan and packing evidence. Cambridge China Bridge can help gather evidence through its own staff in China.

Separate personal use from waste status
Official guidance says you are not an electrical equipment producer if you buy an item abroad and bring it into the UK for your own use. That addresses producer responsibility. Waste shipment controls apply if the material being transported is waste.
Do not assume that describing an order as a hobby purchase settles its classification. For commercial orders, use our electrical producer duties guide. The assessment guidance used here applies to England; for another UK destination, ask the relevant environmental regulator.
Obtain evidence for the actual item
Ask for a dated test report identifying the model, serial number or another unique identifier, tester, methods and results. Agree tests that demonstrate its intended functions. For example, ask a seller of audio equipment to demonstrate playback and output, rather than only showing a power light.
Obtain photographs of the identifier, casing, connections and accessories, plus a video linking the tested item to that identifier. Record faults, missing parts, completed refurbishment and outstanding repairs. Use our inspection guide to agree how this evidence will be collected.
Explain the intended use and previous history
Write down who will use the item, where, and for what specific hobby activity. Ask the seller to describe its previous use and whether it came from working stock, returns or a waste collection. Keep the listing, invoice, purchase agreement and correspondence together.
The Environment Agency says certainty of use means more than possible future use. If the item previously became waste, an end-of-waste assessment is required before it can be treated as non-waste. Ask for supporting recovery and assessment records; a description such as refurbished is insufficient evidence on its own.
Document protection through the journey
Ask for photographs before packing, during packing and after closure. Show cushioning, restraints, protection for fragile parts and the planned stacking arrangement. Match package labels to the item record, and keep the packing list and transport document with the evidence.
Official guidance identifies transport or storage that could damage an item as evidence suggesting discard, even if damage has not occurred. Agree handling instructions and inspect the completed package. Ask the supplier to remove unrelated broken equipment and scrap from your purchase.

Resolve uncertainty before dispatch
Send the evidence pack to the environmental regulator for your UK destination before dispatch if functionality, repair needs or previous waste status remain unclear. Describe the proposed shipment honestly, including any plan to dismantle it for parts. Ask what further evidence is needed to assess its status.
The Environment Agency considers the circumstances together; a working demonstration alone does not settle the assessment. Make dispatch conditional on resolving the uncertainty. For the separate product compliance questions, use our electrical goods import guide.
Frequently asked questions
Can I import a used electrical item for my hobby?
You may be able to, but establish its product or waste status before shipping. Obtain evidence for the actual item and ask the destination regulator if its condition or history is unclear.
Is a video showing it switches on enough?
Ask for tests of its intended functions, with dated results linked to its identifier. A power light does not demonstrate that the item can perform the hobby task you bought it for.
Can I import a broken electrical item to repair?
Do not assume a repair plan establishes product status. Send the regulator details of the faults, proposed repairs, previous use and waste history before dispatch.
Does refurbished mean it is no longer waste?
The label alone does not establish that. If it became waste, obtain evidence supporting recovery and an end-of-waste assessment, alongside current function tests and packing records.
