Personal China parcel treated as commercial stock?
Ask the courier's customs team who classified the parcel as commercial and why. Provide an itemised account of its intended use and quantity, supported by purchase records, then request correction of inaccurate declaration details. Factory paperwork can be gathered by Cambridge China Bridge.

Find out who made the decision and why
Start with the courier's customs team. GOV.UK says the parcel or courier company is responsible for taking goods through UK customs. Ask whether commercial treatment comes from the sender's paperwork, the courier's clearance instructions or an HMRC decision. Request the relevant declaration or written notice.
Ask what prompted the concern: quantity, repeated products, a business name, the description or stated purpose. Request the specific facts and the rule or clearance procedure being applied. If the issue is a request for business identifiers, use our personal-purchase identifier guide.
Explain the quantity against its actual use
Prepare a contents sheet showing each product, its actual quantity, who will use it and the intended private activity. Explain repeated items concretely, such as matching household fittings, replacement parts or materials for a personal hobby. Distinguish sets, inner packs and individual pieces so packaging is not mistaken for additional goods.
Attach the order confirmation, invoice, payment record and relevant product or packaging photographs. Explain how the quantity fits the stated use; avoid simply asserting that it is small. Describe resale stock, business equipment and commercial samples honestly. If the parcel contains both private and business goods, follow our mixed-parcel guide.
Request factual corrections to the paperwork
Compare the submitted description, quantity, buyer details and value with your evidence. For each error, state what the paperwork currently says, the accurate replacement and the document supporting it. Ask the sender to explain discrepancies and provide corrected documents while retaining the originals. Do not reduce the value or change purchased goods into gifts to support your argument.
Ask the courier whether the declaration has cleared and who will submit any correction. For a Customs Declaration Service entry, HMRC says a cleared declaration cannot be amended or cancelled in the declaration software. Use our declaration correction guide for the applicable route, and request confirmation of the outcome.
Send a focused request for reconsideration
Adapt this wording only where true: “Please reconsider the commercial treatment of this parcel. The attached contents sheet explains the intended personal use and quantity of each item. Please identify the facts and procedure behind your decision, confirm the declaration details used, and tell me how the documented inaccuracies can be corrected.”
Include the tracking reference and name each attachment. Address any disputed business name or delivery address directly. Ask what evidence remains missing, who is handling the request and what is needed for release. Keep the reply and supporting documents together; a request sent is not confirmation that the treatment has changed.

Follow through on decisions and charges
If HMRC issues a tax decision, check the instructions and deadline in its letter promptly. GOV.UK says you usually have 30 days from the date of the decision letter to appeal or accept a review. Ask which route applies to your notice rather than assuming that the courier's ongoing investigation covers the deadline.
Ask separately about release, tax and courier charges. Personal use does not mean the purchase is free of VAT. If tax was incorrectly charged, use our personal-parcel repayment guide. Obtain a written outcome explaining any corrected details, remaining charges and delivery arrangements.
Frequently asked questions
Why is my personal China parcel being treated as stock?
Ask the customs team what prompted the concern and who made the decision. Request the declaration or notice, then address the specific quantity, description, buyer-name or intended-use issue.
How do I explain several identical items are for personal use?
Show the actual quantity, intended user and purpose for each item. Explain sets and inner packs, and attach purchase records or photographs that support the stated use.
Can I change the invoice to say personal use?
Ask the sender to correct inaccurate facts and explain the change. Keep the original invoice and supporting records. Do not invent a purpose, reduce the value or relabel a purchase as a gift.
What if HMRC still treats my parcel as commercial?
Check the decision letter's instructions and deadline. You usually have 30 days from its date to appeal or accept a review. Identify the disputed facts and provide supporting documents.
