Is Temu Safe? Temu vs Alibaba vs 1688 for Business

Temu offers purchase protection, but this does not guarantee product safety, compliance or privacy. Its UK terms restrict use to personal, non-commercial purposes. For resale sourcing, use a permitted business purchasing route and verify the goods against destination-market requirements.

Is Temu safe? Separate payment, product, return and data risks

Temu publishes a purchase-protection programme. Assess the particular item, transaction and intended use rather than treating that programme as a general safety guarantee.

Check the payment route and dispute remedies, product hazards and compliance evidence, return conditions and costs, and privacy permissions separately.

A refund policy does not establish that goods may legally be resold. Temu’s UK terms also restrict use of its services to personal, non-commercial purposes.

Temu vs Alibaba.com vs 1688: which buying model fits?

Alibaba Group describes Alibaba.com as a global business-to-business marketplace and 1688 as a Chinese domestic wholesale marketplace. Verify each supplier’s identity and manufacturing role; do not infer overseas compliance from the platform’s description.

MOQ means minimum order quantity. Check the listing and written quotation rather than assuming a platform-wide minimum. The suitability assessments below are practical recommendations, not platform guarantees.

What do payment protection and returns actually cover?

Temu’s official help page describes refunds for non-arrival, damage or goods not as described. A return may be required, and the refund calculation may account for shipping, taxes, coupons and credit. Check the policy for your market and item.

Its UK return policy, updated on 31 August 2025, contains exclusions and product-dependent conditions. Separately, the UK terms restrict service use to personal, non-commercial purposes; consumer return provisions should not be assumed to cover business procurement.

Alibaba.com requires an eligible Trade Assurance order and payment through the protected order’s platform payment route. Record specifications and shipment commitments in the order. Follow using Alibaba safely for payment and evidence checks.

1688’s buyer-protection agreement sets out basic merchant obligations and additional services linked to qualifying orders and labels. Confirm coverage, claim deadlines, evidence requirements and the return address. If an intermediary purchases for you, agree who controls the order and handles disputes.

Can you buy on Temu and resell the goods?

Temu’s UK terms state that its services are for personal, non-commercial use. Do not assume you may use them to procure resale stock. This contractual restriction is separate from the product-safety duties that arise when selling goods commercially.

OPSS guidance covers businesses that make, import, distribute or sell consumer products in the UK. EU product-safety rules also distinguish importer and distributor obligations. Determine your role and the rules for the particular product and destination.

For permitted commercial sourcing, request product identification, manufacturer details and applicable compliance evidence, including relevant technical documentation, labels and safety instructions. Check that documents identify the actual goods.

Plan how to trace affected stock and respond to safety incidents. Treat supplier verification, repeat-order specifications and document checks as purchasing recommendations tailored to the product.

What have regulators actually said about Temu?

On 28 May 2026, the European Commission announced a €200 million Digital Services Act fine against Temu for inadequate assessment of systemic risks from illegal products. Its release reported safety failures in selected chargers and baby toys tested during the investigation.

The decision closes the Commission’s earlier preliminary findings on that risk-assessment issue. It does not establish that every Temu product is unsafe or certify untested goods.

For sourcing decisions, assess the exact product and destination requirements rather than relying on the platform name or a refund promise.

Is your data safe?

Temu’s UK privacy policy, updated on 17 June 2026, describes collection of account, purchase, device and browsing information, as well as sharing and international transfers. A privacy policy describes processing; it does not independently verify security.

As practical precautions, use a unique password, review optional permissions and marketing settings, and avoid providing unnecessary customer information or confidential business files. Apply these checks to other marketplaces and purchasing intermediaries too.

Destination rules matter: EU and US examples

The EU’s General Product Safety Regulation sets obligations for importers and distributors, including safety checks and action on dangerous products. Check its scope alongside product-specific legislation before supplying that market.

US CPSC guidance states that importers generally issue the required General Certificate of Conformity for imported general-use products subject to applicable CPSC-enforced requirements, unless a specific rule provides otherwise. This is not a certificate required for every product.

These are examples, not a worldwide compliance checklist. Identify the destination authority, product category and intended use; check whether the evidence satisfies that market’s requirements.

UK cost checks: compare landed cost, not just the item price

For imports into Great Britain, retain purchasing records and check the applicable customs valuation method. HMRC’s Method 1 starts with the price actually paid or payable, with required adjustments. Relevant transport and insurance costs to the UK border must be included without double-counting amounts already in the price.

Import VAT has separate valuation and collection rules. GOV.UK explains that VAT collected by a delivery company is charged on the goods’ value, postage, packaging, insurance and any duty owed. Check what checkout already includes before adding estimated import charges.

For the separate policy question, read UK low-value import duty reforms. Northern Ireland has distinct arrangements; use guidance for the actual destination.

Choose the route around the order you need

For personal shopping, assess the item, applicable return policy and privacy settings. For business sourcing, first establish that the purchasing route permits your intended use, then assess the supplier and goods.

For international business sourcing, start with using Alibaba safely. For domestic Chinese wholesale purchasing, follow buying from 1688 outside China.

To compare responsibility for supplier communication, specifications and inspection, read Alibaba versus a sourcing agent. Define any provider’s role in writing and establish which legal duties remain yours.

Frequently asked questions

Is Temu safe to buy from?

Temu publishes purchase protection. Assess product safety, return conditions, the payment route and privacy separately; purchase protection is not a general safety guarantee.

Can I buy cheap products on Temu and sell them in my shop?

Temu’s UK terms restrict service use to personal, non-commercial purposes. Do not assume resale procurement is permitted. Commercial sales also require checks of your legal role and product requirements.

Is Alibaba safer than Temu for my business?

Alibaba.com is a B2B marketplace and may suit negotiated commercial orders. Trade Assurance covers eligible transactions under its terms; verify the supplier, order specification and compliance evidence separately.

Does 1688 have buyer protection?

Yes. Its published agreement provides basic buyer safeguards and additional services for qualifying orders. Check the applicable labels, conditions and dispute process before paying.

Will a refund cover a product recall or my customers’ losses?

Do not assume so. Check the protection terms, contract and insurance for the particular loss; a purchase refund does not establish coverage for recall costs or customer claims.

Can I rely on a test certificate shown in a listing?

Check its authenticity, scope, product identification and applicable requirements. Request evidence covering the actual goods and destination.

Which platform should I use for a small first order?

Choose a route that permits your intended use. For resale, compare samples, specifications, compliance evidence, freight, returns and total landed cost before committing.

Does ordering a small quantity remove importer responsibilities?

Quantity alone does not establish an exemption. Identify your legal role and the applicable product requirements before importing for commercial sale.
