How to increase your duty deferment guarantee waiver
Forecast your peak monthly deferments, request a waiver increase through HMRC’s account amendment service and supply the required financial evidence. Keep planning against your existing authorised limit until HMRC confirms the change. Cambridge China Bridge can help coordinate factory dispatch plans for your forecast.

Build the request around your peak month
This guide covers an existing Great Britain duty deferment guarantee waiver. HMRC requires UK establishment for eligibility. Start with your approval letter and record the authorised monthly deferral limit and waiver amount separately. Agree whose account each shipment will use with your broker; our guide to your account or your broker’s helps with that decision.
Prepare a calendar of expected declarations, estimated deferred taxes and shipments already booked. Test what happens if delayed arrivals fall into the same month. HMRC’s calculation guidance asks for the maximum monthly amount and recognises seasonal increases. Agree the VAT treatment before finalising the forecast, using import VAT payment before shipment.
Submit an amendment before committing the peak
Use HMRC’s online account amendment service to request an increase to an existing waiver. The amendment guidance requires a completed financial solvency form and supporting documents unless that form was sent to HMRC in the last 3 months or you have the customs authorised economic operator status identified in that guidance. If your account uses a customs comprehensive guarantee, HMRC directs amendment requests to its guarantee team by email instead.
Prepare your account identifiers and business details before opening the form. Keep the submission acknowledgement, evidence pack and correspondence together. HMRC must reconsider and approve an increased specified amount; a significant increase can take as long to reconsider as an initial application. Keep using the existing authorised limit for planning until HMRC confirms the amendment.
Show financial capacity, not just extra orders
For a waiver over £10,000, positive net assets excluding goodwill must exceed the requested waiver both at application and at the most recent balance sheet date. Ask your accountant to show that comparison clearly. A larger purchase order book alone does not demonstrate that financial position.
HMRC’s financial evidence guidance lists management accounts, draft and signed financial statements, forecasts, loan agreements, auditors’ reports and reconciliation to previous financial statements. It asks for at least the last 3 years of financial information, with forecast information also required where that history cannot be supplied. Explain seasonal stock purchases, supplier payments and customer receipts in your forecast; connect it to your China order cash flow calendar.
Monitor available capacity before each declaration
HMRC regularly checks account use against the deferral limit. Its account guidance says you cannot defer a declaration if the remaining account or guarantee capacity for the calendar month does not fully cover the requested deferment. Keep a running record of posted transactions and expected declarations across every broker using your account.
Assign someone to compare that record with the authorised limit before further declarations are submitted. Reconcile broker reports and account statements, investigate differences and update expected arrival dates. Set an internal warning point that leaves room for unposted declarations and uncertain tax estimates. Make clear who can pause dispatch or arrange another payment method when capacity is tight.

Prepare for a smaller approval or changed finances
If the requested deferral limit exceeds the waiver you qualify for, HMRC may offer a partial guarantee or a reduced deferral limit. Discuss those alternatives with your accountant and broker before fixing the seasonal shipping programme. Keep a separate payment contingency rather than assuming the requested increase will be approved.
If changed circumstances mean you no longer meet the waiver conditions, you must tell HMRC without delay and provide a guarantee or apply to close the account. During the peak, review financial eligibility alongside account usage. Tell your China sourcing team promptly when a dispatch plan needs to change.
Frequently asked questions
How do I increase an existing duty deferment waiver?
Request an increase through HMRC’s account amendment service and provide the required financial evidence. Accounts secured by a customs comprehensive guarantee use the guarantee team’s email route.
Do I need to submit the financial solvency form again?
HMRC’s amendment guidance requires it with supporting documents unless it was sent in the last 3 months or you hold the customs authorised economic operator status specified there.
Can I use the higher limit while HMRC considers it?
Plan against the existing authorised limit until HMRC confirms the amendment. HMRC must reconsider and approve an increase; submitting a request does not establish the new limit.
What if my net assets do not support the requested waiver?
HMRC may offer a partial guarantee or a reduced deferral limit. Agree a workable shipping and payment contingency with your accountant and broker.
