Importing a boat from China for personal use

For a private import into Great Britain, check the craft’s conformity evidence before use. If the manufacturer has not completed the relevant conformity assessment, you must arrange post-construction assessment. Missing technical documentation needs appropriate expertise. Cambridge China Bridge can help gather factory evidence in China.

Establish your role and destination

A private importer can be an individual or company established in the UK, importing through a non-commercial activity for their own use. Personal use therefore carries specific duties. Before putting the recreational craft into service, you must ensure that it meets the essential design and manufacturing requirements.

This guide addresses Great Britain. Arrange a separate review for Northern Ireland, where the rules differ. Give your adviser the intended destination, use, hull details and propulsion specification, and ask them to confirm whether the recreational craft rules cover the boat or personal watercraft you intend to buy.

Obtain evidence for the actual craft

Private-importer duties cover technical documentation, the declaration of conformity, the relevant marking, instructions and safety information. Request the signed declaration and an evidence index for the exact hull and engine configuration. Our declaration checking guide explains how to check the signer, model references and supporting reports.

Ask for photographs of the craft identification, builder’s plate and conformity marking, together with the owner’s manual and assessment records. Compare these with the ordered specification. Our CE and UKCA guide explains why a marking or laboratory report alone is insufficient evidence.

Decide whether post-construction assessment is needed

Before putting the product into service, a private importer must arrange post-construction assessment if the manufacturer has not already carried out the relevant conformity assessment. Importing from China does not automatically trigger that procedure when the manufacturer has completed the applicable assessment.

Ask the manufacturer to identify the assessment route and supply its supporting records. If the evidence is missing or inconsistent, pause the purchase and obtain expert review. Where technical documentation is unavailable from the manufacturer, you must have it drawn up using appropriate expertise.

Agree an assessment plan before shipping

Post-construction assessment must follow the statutory process. If it is needed, contact a UK approved body before committing to shipment. Use our conformity body approval guide when checking the proposed organisation.

Send the body the available drawings, hull and engine specifications, photographs, manuals and assessment history. Ask for a written plan identifying missing evidence, access to the craft, proposed tests, possible alterations and the documents and markings expected at completion. Include engine exhaust and noise evidence in that discussion.

Set document and release checkpoints

The private importer must ensure that the name and postal address of the approved body that carried out the relevant conformity assessment are marked on the craft. Check these details against the assessment records rather than accepting an unrelated organisation’s name on a label.

Agree document review before shipment and a separate checkpoint before first use. Keep the accepted specification, declaration, reports, photographs and correspondence together. Cambridge China Bridge’s own staff in China can help obtain factory documents and compare the supplied craft with the agreed specification; keep the specialist assessment decision with the assessing body. Frequently asked questions

Do boat approval rules apply if I import for myself?

Yes. Private importers have duties before first use, including ensuring essential requirements and the relevant conformity documentation, marking and safety information are addressed.

Does every boat imported from China need post-construction assessment?

No. The private-importer trigger is that the manufacturer has not already carried out the relevant conformity assessment. Have the evidence reviewed before relying on the factory’s assurance.

Is a CE sticker enough for an imported personal watercraft?

No. Check the declaration, technical evidence and assessment route for the actual craft and engine. A sticker alone does not establish that the assessment was completed.

What if the boat factory cannot supply a technical file?

If technical documentation is unavailable from the manufacturer, the private importer must have it drawn up using appropriate expertise. Obtain expert review before shipment and resolve the assessment route before use.
