How to export Handbags from the UK to China
To export handbags to China, classify each item, arrange the UK export declaration and agree the import route with your buyer. Chinese MFN duty across these lines is 6% or 10%; import VAT also affects landed cost. Cambridge China Bridge’s own staff in China find and check Chinese importers and distributors for UK brands.

Match each bag to its tariff line and sales route
Handbags sit under HS 420221, 420222 and 420229; HS 420231, 420232 and 420239 cover wallets, purses and similar articles. Separate these items when preparing your range for China. Agree whether the buyer wants stock for distribution or a cross-border retail arrangement, and have its customs broker confirm the product requirements before you commit stock.
The largest UK export line to mainland China was 42022100, at £2.0m in 2025. The Chinese tariff and cross-border list distinguish leather or composition-leather surfaces, plastic or textile surfaces, and vulcanised fibre or paperboard surfaces. Give the buyer a precise description of each item and its outer material so classification starts with the actual product.
HMRC recorded £2.4m of UK goods exports to mainland China under HS 420221, 420222, 420229, 420231, 420232, 420239 in 2025 (2024: £33.6m, -92.9%). Exports to Hong Kong under the same codes were £67.1m. January to July 2026: £2.3m against £1.3m in the same months of 2025 (+83.4%).
Build Chinese duty and VAT into your offer
The Chinese MFN rates for the listed handbag and wallet lines appear below. Import VAT has a standard rate of 13%, subject to the VAT Law’s exceptions; its base is customs value plus customs duty plus consumption tax. The importer’s customs broker or adviser confirms whether consumption tax applies to these bags. These border charges add to landed cost and shape the price your buyer can offer.
| Chinese tariff line | Rate |
|---|---|
| 42022100 | 6% |
| 42022200 | 6% |
| 42022900 | 10% |
| 42023100 | 6% |

Prepare the UK export declaration
For exports from England, Scotland or Wales, you need a GB EORI number and the correct UK commodity code. The online export declaration needs the value, weight, packaging, destination, transport details, and invoice and packing list references. Give the carrier the invoice and any applicable export licences or certificates. Keep the descriptions of the bags consistent across the documents.
Check the cross-border retail listing and leather exception
The cross-border e-commerce retail import list includes Chinese lines 42022100, 42022200 and 42022900 for bags, and 42023100, 42023200 and 42023900 for wallets and similar articles. For the leather lines 42022100 and 42023100, goods listed in China’s wildlife species trade catalogue are excluded if the specified proof that they are outside that catalogue cannot be provided. Have the buyer check that remark against the material before choosing this route.
Listed goods entering through bonded 1210 or direct 9610 retail channels are supervised as personal-use articles. First-import licence, registration and filing requirements are not applied, except for goods from suspended epidemic areas or those subject to emergency risk handling. This route therefore needs a retail plan built around individual consumers.
The overseas business carries the main product quality and safety responsibility and must appoint a mainland-registered company to register with customs, declare truthfully and share civil liability. Before ordering, consumers must accept a risk notice covering differences from Chinese standards, potentially absent Chinese labels, access to a Chinese electronic label and the personal-use restriction: the goods may not be resold.

Find a buyer and check it before sending stock
Ask a prospective buyer which items it wants, the proposed Chinese tariff lines and whether it plans distribution or cross-border retail. For the latter, identify the mainland company handling customs registration and declarations, and check how the leather-list exception will be handled. Use those answers to assess whether the proposed order matches the route.
Our own staff in China find and check Chinese importers and distributors for UK brands. If a Chinese importer has already approached your brand, our staff in China check that company before stock is sent or anything is signed. See our export-to-China service.
We prepare registration and label work with licensed partners in China. Regulated roles stay with licensed partners in China, including the importer of record and, where required, the cross-border e-commerce agent; your brand’s own filings stay yours. We check with licensed partners.
