Electrical and battery take-back storage permissions

In England, qualifying customer collection points can use an unregistered, free storage exemption within its conditions and limits. Assess warehouse aggregation separately: secure-site storage may need a registered exemption, or an environmental permit where no suitable exemption applies. Check the collection point before opening it

The collection-point exemption covers temporary storage before recovery or disposal elsewhere. GOV.UK gives shops accepting customer waste batteries or electrical equipment as examples. Registration and payment are not required, but collection cannot be your main business activity and you cannot receive payment for collecting the waste.

Draw the proposed route from customer drop-off to final destination. Identify every storage address and operator. Keep the decision about storage permissions separate from your customer-facing arrangements; see our guides to electrical take-back and retail battery collection.

Apply the collection-point storage limits

Store waste in secure containers and do not mix different waste types. The maximum storage period is 3 months. Waste containing asbestos or any substance with a flash point below 21°C is excluded.

At any time, the limits are 30 cubic metres of waste electrical equipment; 50 cubic metres of non-hazardous waste that is not electrical equipment and will be recovered elsewhere; and 5 cubic metres of other waste. Do not assume every battery belongs in the non-hazardous category. Ask your contractor to confirm classification and destination before setting collection arrangements.

Assess warehouse aggregation separately

Do not assume a shop’s collection-point arrangement covers a central warehouse receiving waste from branches. The secure-site exemption covers specified waste held at an intermediate site before recovery elsewhere. Check the actual waste codes, quantities, holding periods and site conditions, and register with the Environment Agency if using this exemption.

Secure-site storage requires separate waste types and a secure location. Batteries must be in containers and the storage place must have sealed drainage. Electrical waste must be on an impermeable surface; weatherproof covering is required where it contains hazardous materials or fluids, or comprises whole appliances or parts intended for reuse.

Recognise when storage needs another route

The secure-site storage exemption does not allow treatment, mixed-waste storage, mixing hazardous and non-hazardous waste, or storage before disposal. If your proposed waste types or quantities fall outside an exemption, you need a different exemption or an environmental permit. Secure-site guidance specifically requires a permit for storage before disposal.

Before agreeing dismantling, crushing or other processing, ask the operator to identify the authorisation covering that activity. Send the Environment Agency a description of the waste, site, handling and destination if the route is unclear. For the separate contractor-selection process, see disposing of unsellable returns.

Turn the conditions into a working collection plan

Ask the storage operator to confirm the applicable route in writing, with the waste description, classification, maximum stock, collection trigger and destination. For secure-site storage, check the current guidance’s waste-specific quantity and time limits rather than borrowing the collection-point limits.

Keep an arrival log and visible stock record. Arrange collection before the applicable quantity or time limit is reached, and agree what staff should do if a collection fails or a customer brings an unfamiliar or damaged item. Review the plan whenever you add a branch, warehouse or waste stream.

Frequently asked questions

Do I need to register a shop battery collection point?

Not if it meets the collection-point exemption conditions. That exemption needs no registration or payment; collection cannot be your main business activity or attract payment.

How long can I store customer electrical waste?

Under the collection-point exemption, up to 3 months, subject to its other conditions and the electrical-waste volume limit.

Can I move take-back waste to my warehouse?

Assess the warehouse separately. A secure-site exemption may fit storage before recovery elsewhere, but check the listed waste codes, limits and conditions and register if using it.

Can I dismantle electrical waste under a storage exemption?

The secure-site storage exemption does not allow treatment. Ask the operator to identify a suitable treatment exemption or environmental permit before agreeing dismantling.
