Duty deferment account cannot fund clearance
Ask your broker for the rejection message, then check your bank payment and available deferment balance. Agree an alternative payment route for the shipment while resolving the account problem. After a failed Direct Debit, HMRC requires payment and a valid instruction. Coordinate shipment paperwork with Cambridge China Bridge.

Identify what has actually failed
Ask your broker to send the declaration reference, rejection message, account used and amount requested. Check the bank record for a returned or unpaid Direct Debit, then compare the available deferment balance with the shipment's charges. Ask whether the problem is a failed collection, an exhausted limit or an account setup issue. Keep the evidence together rather than relying on a verbal explanation.
Separate bank funds from deferment capacity
Money in your bank account does not tell you how much deferment capacity remains. HMRC's top-up guidance says reaching the monthly limit prevents further imports using its customs declaration software. Ask the broker to confirm how that affects your declaration and whether a top-up would address this particular problem. For the wider account choice, see your account or your broker's.
Agree payment for the held shipment
HMRC permits immediate payment methods and account top-ups. Ask the broker which route is suitable for this declaration, including whether they will offer use of their account. Agree who pays, the payment reference, any broker charge and how receipt will be confirmed. Before transferring money, clarify whether it pays the shipment's charges, an overdue account debt or a top-up, so you do not accidentally pay the same liability again. For account selection, see our guide to own or agent duty deferment accounts.
Restore the account before using it again
After a failed Direct Debit, HMRC suspends the account until it receives payment and a valid Direct Debit instruction. Ask HMRC how to settle the failed collection and confirm the instruction is valid; adding money to your bank account alone does not satisfy those conditions. For a limit problem, ask about topping up or changing the approved limit. Check the account status and available balance with your broker before reuse. See duty deferment eligibility and payments for background.

Confirm release and prevent a repeat
Ask the broker for confirmation of customs release before committing to collection. Tell the forwarder and warehouse that payment is being resolved, and request the current storage position and collection cut-off. Use demurrage, detention and storage charges to organise those questions. Reconcile the payment against the declaration and account statement, then assign someone to check bank funds and deferment capacity before the next shipment.
Frequently asked questions
Why was deferment refused when my bank has money?
Check available deferment capacity separately from your bank balance. Ask your broker for the rejection message and confirm whether the account has a limit, payment or setup problem.
Can my broker use their duty deferment account?
Ask whether they offer that route for your declaration. Agree their charge, payment terms and required authorisation before instructing them to proceed.
Will paying the failed Direct Debit restore my account?
HMRC requires both payment and a valid Direct Debit instruction. Confirm the account is usable before asking your broker to rely on it again.
Can I top up instead of waiting?
HMRC allows account top-ups. Ask whether a top-up addresses your rejection, then check the available balance before proceeding. Treat a failed Direct Debit as a separate issue.
