How to destroy imported goods in the UK

Quarantine the goods, block sales and establish their customs status before booking destruction. Obtain approval where required, agree the disposal method and reconcile the destroyed quantities against stock records. Keep evidence connecting the batch to its final disposal. Factory-side evidence can be coordinated by Cambridge China Bridge.

Quarantine the stock and preserve the evidence

Move the affected goods into a clearly identified holding area and block picking, sales and transfers in your stock system. Record the product, batch, quantity, location and reason for destruction. Include returned goods and stock held by fulfilment partners. Keep the destruction decision separate from the later confirmation that disposal has actually happened. For stock that missed an event, see our late imported event stock guide. For packing and movement planning, see our guide to safe manual handling of imports.

Before destroying anything, agree with your supplier and insurer what photographs, reports or samples they need for a claim. Keep samples only where safe and agreed with any authority handling the case. Use batch traceability to connect the affected stock to the original shipment. For a chemical compliance failure, see UK REACH for importers.

Establish the customs status before collection

Ask your customs agent to confirm whether the goods have been released to free circulation, remain in temporary storage or are held under a special procedure. Give them the import declaration and warehouse records. A warehouse address or a paid freight invoice does not establish customs status. See customs warehousing for the storage arrangements. For demonstration goods, see our guide to temporary admission from China.

For goods under customs warehousing, destruction without permission from the supervising office incurs a customs debt. Obtain that permission before proceeding. For other customs statuses, ask the agent to confirm the applicable route rather than applying warehouse instructions automatically. If seeking a duty refund, check recovering customs charges on rejected imports before committing to disposal.

Agree the approval and destruction plan

If an authority has detained the goods or issued instructions, send your proposed plan to the officer handling the case. Ask for written confirmation of the permitted destination, method, movement arrangements and evidence expected. Establish whether witnessing or further approval is needed before moving or destroying the stock.

Give the warehouse and disposal contractor the same written scope: batch identities, quantities, packaging, reason for destruction and proposed method. Ask what happens to components, labels and residual material. Agree how the process will prevent the goods returning to sale, and who will confirm completion. Ask your customs agent how any residual material should be handled.

Arrange the waste route and movement documents

For disposal in England, ask the contractor to confirm the waste classification, carrier registration and destination site's authorisation for that waste. Supply material information, test findings and any SDS. Confirm that the contractor can handle batteries, liquids or contaminated packaging where relevant. For disposal elsewhere in the UK, check the local waste route before collection.

Ask for a waste transfer note or equivalent document for non-hazardous waste leaving your premises. It must contain enough information for the receiving business to handle and dispose of the waste safely. In England, hazardous waste movements require consignment notes, which must accompany the waste to its final destination. Agree the paperwork before collection.

Reconcile the stock and close the disposal file

Request a destruction certificate identifying the goods, batch, quantity, date, location, contractor and method. Retain collection documents, destination confirmation, photographs and any weight records alongside it. Match the evidence to the import declaration and stock entries. A collection receipt alone leaves the final disposal unconfirmed. For UKIMS consignments, see our guide to UKIMS consignment evidence records.

Reconcile quantities held, collected, destroyed and left over. Explain differences between item counts and disposal weights, including packaging. Keep any unresolved balance blocked in stock. File authority correspondence and send the completion evidence requested in the approval. Ask your accountant to reconcile the stock write-off separately from any supplier recovery, insurance claim or customs claim.

Frequently asked questions

Do I need HMRC permission to destroy imported goods?

For goods under customs warehousing, obtain permission from the supervising office before destruction. For other customs statuses, ask your customs agent to confirm the applicable procedure.

Can my warehouse arrange destruction?

Ask it to arrange a written plan covering the contractor, destination, method, approvals and evidence. Keep the stock blocked until the completion evidence reconciles with your records.

What proof should I keep when goods are destroyed?

Keep batch-linked stock records, approval correspondence, movement documents, destination confirmation and a destruction certificate. Add photographs and weight records where useful.

Can I get import duty back after destruction?

Ask your customs agent to assess a rejected-import claim before disposal. Keep the import declaration and defect evidence, and check the linked guide on recovering customs charges.
