Must I pay premium rates to complain to a UK seller?
For a consumer contract, a seller's post-contract helpline must not cost more than the basic rate, and excess charges are repayable. Business purchases fall outside this consumer protection: check your terms and request another contact route. Keep the bill and complaint records. Check whether you bought as a consumer
The consumer definition covers an individual buying wholly or mainly outside their trade, business, craft or profession. Purchases of stock or equipment mainly for your business fall outside that definition, including purchases by a sole trader. A UK seller and Chinese-made goods do not turn a business order into a consumer purchase.
Check the named buyer and the purchase's purpose. For a business order, review the agreed complaint and support arrangements using UK seller supply terms. Confirm the contracting party using seller and agent roles.
Understand the post-contract helpline rule
Where the consumer rule applies and the trader operates a telephone line for contact about an existing contract, the consumer must not be charged above the basic rate. This covers a complaint about an order already placed. The rule concerns an existing helpline; its wording does not require every seller to establish one.
Basic rate means standard geographic or mobile rates, or a free call. It does not necessarily mean free. Ask for a suitable complaint number, an email address or a callback before spending more time on a costly line.
Identify what the number will cost
Numbers beginning 01, 02 or 03 are examples used in the government's basic-rate explanation. For consumer calls to numbers beginning 084, 087, 09 or 118, the charging structure separates an access charge to your phone company from a service charge set by the organisation called. Ask for both components rather than relying on a label such as 'customer services'.
Check the exact number against your provider's tariff and inclusive allowance. For a business phone account, ask which charging structure your tariff uses. Confirm any connection fee, charging increments and treatment of time spent waiting. If calling from overseas, ask for the actual overseas rate rather than assuming a UK tariff applies.
Preserve the charge and the reason for calling
Save a dated screenshot showing the number, charging notice and instructions directing you to call. Keep the order confirmation and messages showing that the call concerned an existing order. Record the number dialled, date, start time, duration, complaint reference and any transfer or callback.
Download the itemised bill and retain the tariff that applied when you called. Ask your provider to explain the billed amount and what an equivalent basic-rate call would have cost under your package. Keep its written calculation, including any allowance treatment. Redact unrelated calls when sharing evidence.

Request reimbursement in writing
For a covered consumer call charged above the basic rate, the contract is treated as requiring the trader to repay the excess over that rate. Request that difference, supported by the bill and comparison calculation. Explain the order, why you called and where the seller supplied the number. Ask for payment and a written response by a stated date.
For a business purchase, request reimbursement under any agreed support terms or as a negotiated resolution, without presenting the consumer rule as an automatic entitlement. Keep the goods remedy and call-cost request separately itemised. If unresolved, use complaint and dispute escalation. Query an incorrect phone bill with your phone provider.
Frequently asked questions
Does the basic-rate rule cover business orders?
This consumer protection does not cover purchases mainly for your business. Check the agreed support terms, request another contact route and ask the seller to reimburse documented costs.
Does basic rate mean the call must be free?
No. Basic rate includes standard geographic or mobile rates as well as free calls. Check your phone package to establish what the call should cost.
Can I claim back the whole complaint call charge?
For a covered consumer call, the repayment is the amount above the basic rate. Keep the itemised bill and ask your provider to confirm the equivalent basic-rate cost.
What if the seller only gives a costly complaint number?
Save the page or message directing you to call. Request a suitable number, email contact or callback in writing. Keep any call bill and pursue reimbursement on the basis applicable to your purchase.
