China parcel stolen outside: who should resolve it?
Start with the seller if it arranged delivery and you dispute receiving the parcel. Check whether you authorised the exact place used, and preserve the delivery evidence. For business orders, review the agreed risk and delivery terms. Request China dispatch records from Cambridge China Bridge.

Identify the seller and the purchase type
Find the contracting seller on the order confirmation and invoice. A marketplace collecting VAT does not, by itself, establish whom to pursue over delivery. Our guide to marketplace VAT on China-held stock explains that tax role; use seller or sourcing-agent roles to check your contracting party.
UK consumer protection defines a consumer as an individual buying wholly or mainly outside their trade, business, craft or profession. Delivery to your home does not turn a stock or equipment order for your business into a consumer purchase. For business orders, collect the agreed delivery, risk, insurance and claims terms using UK seller supply terms.
Check exactly what you authorised
Save the safe-place instructions from checkout, your carrier account and any later delivery message. Check the precise location, when you gave permission and whether you changed or withdrew it. Ask for the instruction history if the carrier claims you authorised an outside delivery. Distinguish your instruction from a location selected by the driver.
Compare the instructions with the delivery photograph. Permission to leave a parcel inside a shed is different from evidence showing it beside the front door. If delivery matches your instructions, ask the seller to explain its position on subsequent theft and check the relevant terms before assuming a refund. If it does not match, identify the discrepancy explicitly.
Preserve evidence before arguing about theft
Save the complete tracking history, delivery photograph, recorded recipient, signature and location information where available. Photograph your entrance and the alleged delivery location. Check household members and any named neighbour, then preserve relevant doorbell footage. Record when you checked the location and what you found.
Describe the facts accurately: a parcel marked delivered but missing is not necessarily proven stolen. Ask the carrier to investigate the delivery scan and explain how the photograph identifies your address. Ask the sender to connect the China dispatch reference with the UK tracking reference, especially where the parcel changed carriers.
Pursue the appropriate complaint route
For a consumer purchase under the applicable UK arrangements, responsibility passes when you or a person you identified takes physical possession. Where the seller arranged delivery and you dispute receipt or the location used, complain to the seller in writing. Attach your instructions and delivery evidence, and request an investigation and replacement or refund rather than accepting the tracking label without explanation.
Also open the marketplace’s missing-order dispute where available. Check its current evidence requirements and deadline, and ask how to appeal a decision based only on tracking. Ask the carrier who can submit the delivery complaint and compensation claim. If you booked transport independently, have the risk position reviewed and pursue the booking party’s carrier process alongside any seller complaint. For missing items in combined parcels, see our combined marketplace parcel claims guide.

Escalate with a clear evidence pack
If refused, request a written reason addressing your safe-place authorisation and the actual delivery location. Keep the order, payment record, instructions, tracking and correspondence together. Ask your payment provider whether a payment-dispute route is available and what evidence and deadlines apply. Record any refund or replacement across your complaints so each party has the same facts.
For consumer advice, contact Citizens Advice in England and Wales, Advice Direct Scotland in Scotland, or Consumerline in Northern Ireland. If the seller is overseas or this is a business purchase, ask a solicitor to review the applicable law, dispute forum and practical recovery options. For future orders, arrange an attended handover or collection rather than relying on an exposed location.
Frequently asked questions
Who do I contact if my China parcel was stolen?
Start with the seller if it arranged delivery. Give it your delivery instructions and evidence. Use the marketplace dispute route where available and ask the carrier who can lodge its delivery claim.
Can I get a refund if I authorised a safe place?
Do not assume a refund. Check whether the parcel was actually left in the exact authorised location. Ask for the instruction history, delivery evidence and the seller’s written explanation.
Does a delivery photo prove I received my parcel?
Compare it with your address and instructions. Ask what it shows about the location and recipient. Identify any mismatch rather than treating the delivered tracking label as the complete explanation.
Do consumer rights cover business parcels sent home?
A home address does not establish consumer status. The consumer definition concerns an individual buying wholly or mainly outside their business. For business orders, review the agreed delivery and risk terms.
