Getting started

Can CE and UKNI goods from NI be sold in GB?

Yes, if they are qualifying Northern Ireland goods and meet the applicable product requirements. They can enter the Great Britain market using CE or CE and UKNI markings without additional approvals. A Northern Ireland dispatch address alone does not establish qualification. Cambridge China Bridge helps buyers check factory documents against the goods ordered.

What unfettered market access means

For qualifying Northern Ireland products, government guidance guarantees access to the Great Britain market without additional approvals. It expressly accepts the CE, or CE and UKNI, conformity markings used in Northern Ireland. You do not need another conformity assessment simply because qualifying goods are being supplied into Great Britain.

This guide addresses that specific supply route. For the wider distinction between conformity markings, factory certificates and test reports, read CE, UKCA and ISO explained.

China-made goods can qualify

HMRC says goods qualify if they are in free circulation in Northern Ireland before moving to Great Britain, meaning England, Scotland and Wales. Free circulation means they are not under a customs procedure or in an authorised temporary storage facility. Chinese manufacture does not, by itself, exclude goods from this definition.

Ask the Northern Ireland supplier to explain how the actual consignment meets that condition. Request the relevant import release records and match them to invoices, packing lists and batch references. A supplier address, warehouse photograph or marking photograph is insufficient as your purchasing evidence.

The marks and qualifying status answer different questions

Qualifying status concerns the goods' position in Northern Ireland. Product conformity concerns whether the applicable product requirements have been met. Neither check replaces the other: a CE and UKNI label does not show whether the consignment is in free circulation.

UKNI is never used on its own. Government guidance requires it alongside CE when a Northern Ireland notified body carries out mandatory third-party conformity assessment for the Northern Ireland market. Ask which body assessed the product and check that its documents cover the exact model and configuration you are buying.

Avoid treating Northern Ireland as a shortcut

HMRC states that goods cannot be moved through Northern Ireland to avoid the UK tariff or import processes. Do not accept a proposed China-to-Northern-Ireland-to-GB route merely because the supplier describes it as avoiding customs.

Keep the conformity decision separate from the transport decision. HMRC identifies limited exceptions requiring export declarations for movements to Great Britain. Ask your customs adviser to check the actual goods and route before booking freight, rather than assuming unfettered access means no paperwork.

Build a purchase file before releasing the order

Request a written explanation of qualifying status, the declaration of conformity, assessment documents where relevant, label photographs and the exact product specification. Keep the supplier's explanation with the consignment records. Resolve mismatched models, missing documents or unexplained customs status before approving shipment.

Agree who will obtain documents, answer compliance queries and approve factory changes. Our importer of record guide helps you separate customs arrangements from product responsibilities. Cambridge China Bridge's own staff in China can compare factory documents and inspected goods with your agreed specification.

Frequently asked questions

Do CE and UKNI goods from Northern Ireland need UKCA?

Qualifying Northern Ireland products can be sold in Great Britain using CE or CE and UKNI markings without additional approvals. Confirm qualifying status and product conformity before relying on that route.

Can goods made in China be qualifying Northern Ireland goods?

Yes. HMRC's test is whether the goods are in free circulation in Northern Ireland before moving to Great Britain. Chinese manufacture alone does not exclude them.

Does a Northern Ireland warehouse make goods qualify?

A warehouse address alone does not establish qualification. Check whether the consignment is in free circulation, rather than under a customs procedure or in an authorised temporary storage facility.

What should I ask my Northern Ireland supplier for?

Ask for the basis of qualifying status, relevant import release records, the declaration of conformity and any assessment documents. Match the model, configuration and batch to the goods ordered.
