Start with the product and the importer

This guide covers sourcing from China for delivery into Thailand. The listed sources were checked on 2026-10-18. Purchasing recommendations are identified separately; confirm shipment-specific requirements before ordering.

Practical preparation: provide the product description, materials, intended use, quantity and delivery address. Before paying a deposit, ask the proposed Thai customs agent to confirm classification, importer identity, product permissions and clearance procedure.

For personal purchases or samples, ask the carrier which procedure applies. Do not budget on the assumption that a small shipment or a sample description provides a tax exemption or removes approval requirements.

Legal import from China to Thailand: the clearance checklist

Thai Customs' sea-import guidance requires compliance with customs procedures and other relevant agencies' requirements. Confirm registration, declaration, assessed taxes and product permissions for the shipment.

Its prohibited-goods examples include counterfeit trademark goods. Restricted goods require permission from the responsible agency.

Importer registration: choose the applicable route

Thai Customs requires operators undertaking electronic customs procedures to register. Its registration page provides in-person and online routes.

The Customs Trader Portal is limited to Thai individuals and legal entities whose directors are all Thai. Online Customs Registration uses a digital certificate or ThaID; the ThaID option has separate Thai-nationality and director conditions. Foreign applicants should confirm the suitable route with Customs.

Practical preparation: establish the importer and representative's role before booking transport. Use the applicant-specific registration checklist.

Duty and VAT: calculate from the correct bases

Thai Customs' valuation guidance describes a CIF basis: goods, insurance and freight, with applicable valuation adjustments. Ad valorem duty is customs value multiplied by the applicable tariff rate; specific duties also exist.

The Revenue Department's published import VAT base is CIF value plus import duty, excise tax and other taxes and fees where applicable. The factory invoice alone may therefore understate the VAT base.

Practical budgeting recommendation: confirm the tariff treatment, VAT rate and any exemption for the actual goods and import date. This guide quotes no universal duty rate or numeric VAT rate.

ACFTA preferences: Chinese shipment is not enough

Thai Customs' ASEAN–China Free Trade Area (ACFTA) Form E notes require products to qualify for concessions in the destination country and meet the relevant origin rules. Each product in a consignment must qualify separately.

Practical recommendation: ask the customs agent to check the tariff treatment, Form E and claim requirements before shipment. Match the descriptions, invoices and origin evidence to the goods.

Dispatch from China alone does not establish eligibility. Budget without a preference until the evidence and claim requirements have been checked.

TISI and other product approvals: check before production

For industrial products covered by compulsory standards, check import-for-sale licensing with the Thai Industrial Standards Institute (TISI). Its published process includes product testing, factory quality-control assessment and an electronic licence application.

The table identifies consultation starting points, not a complete approval checklist. Ask the responsible authority to confirm coverage for the exact product and intended use.

Practical recommendation: specify testing, markings, documents and approval responsibilities in the purchase requirements. Agree regulatory conformity work separately from commercial inspection.

Ports and routes from China

Maersk's IA28 page, checked on 2026-10-18, lists Ningbo, Shanghai, Sihanoukville, Bangkok and Laem Chabang in that sequence. This is a carrier-published route example.

Practical recommendation: compare quotations via Bangkok and Laem Chabang against the delivery address. Confirm the loading port, intermediate calls, destination terminal, clearance and inland delivery.

Use the booking confirmation for the shipment's schedule. A published port rotation is not a door-to-door delivery commitment; request separate quotations for other transport modes where appropriate.

How to pay Chinese suppliers more safely

Business.gov.uk advises verifying payment requests by phoning a trusted contact at the requesting organisation, rather than replying to the message. Apply this check to unexpected changes in supplier bank details.

Practical purchasing recommendations: verify the contracting business and beneficiary, record specifications and acceptance criteria, and agree payment stages linked to specified evidence.

Review inspection findings and the documents required by the contract before releasing a balance. Ask the bank about available payment methods and their protections.

Order of work and common mistakes

Suggested sequence before ordering: identify the importer, confirm product permissions and classification, check the supplier, and agree a sample and written specification.

Before production: assign approval and origin-document responsibilities, agree payment milestones, and obtain a landed-cost estimate with explicit exclusions.

Before shipment: inspect against the agreed requirements, review declaration documents with the customs agent, and confirm transport and clearance arrangements.

Do not assume a supplier certificate establishes Thai approval or that Form E guarantees zero duty. Check the full VAT base and independently verify changed payment instructions.

Buying for another destination: a short UK example

Prepare a separate destination checklist. HMRC bases UK import VAT valuation on customs value, with additions including import duty and applicable incidental expenses. Check its guidance to avoid omitting or double-counting costs.

For that destination, use how to import from China to the UK. Consult our Egypt guide or Saudi Arabia guide for those destinations; they do not establish Thai requirements.

How Cambridge China Bridge helps

Discuss your product, intended use, quantity, destination, existing supplier and delivery needs. Agree the work and deliverables in writing.

Cambridge China Bridge offers supplier checks and inspection coordination. See factory verification and small-order sourcing, and confirm the scope available for your project.

Ask the quote to specify which factory checks and inspections are included, any third-party charges, and how additional work will be approved.

Where product permissions may be required, involve the Thai customs agent and responsible approval authority before production.

Sources and date basis

The listed sources were accessed on 2026-10-18. They include government guidance and Maersk's own route information. Access on that date does not establish a product-specific approval, rate or sailing.

Some guidance is older: the Revenue Department VAT page states that it was last updated on 2020-11-23. Confirm current shipment-specific treatment with the responsible authority. The publication field is editorial metadata; the update field records this review.

Frequently asked questions

What do I need to import from China to Thailand legally?

Check registration, declaration, assessed taxes, prohibited-goods rules and required product permissions with Thai Customs and the responsible product authority.

How much duty will I pay?

Ask the customs agent to confirm classification, tariff treatment, customs value and any origin-based preference before approving the budget.

Is Thai import VAT calculated only on the goods price?

No. The published base includes CIF value, import duty, excise tax and other taxes and fees where applicable. Confirm the current rate and treatment.

Will Form E make my order duty-free?

Form E alone does not guarantee zero duty. Check concession eligibility, origin rules, tariff treatment and claim requirements.

Do I need TISI approval for everything?

The process described concerns industrial products covered by compulsory standards and imported for sale. Ask TISI whether your product is covered.

Can I use online importer registration as a foreign applicant?

Online routes have different eligibility and identity-verification conditions. Ask Thai Customs which route and documents apply to you.

Which Thai port should I ask for in a quote?

Compare Bangkok and Laem Chabang against your delivery address. Both appear on the cited IA28 route; confirm the booked service and destination costs.

My supplier changed its bank account. Should I pay?

Pause and phone a trusted contact using established contact details. Business.gov.uk advises this verification instead of replying to the payment-request message.
