Importing from China to Pakistan: Duties, Rules and Steps
Before importing from China to Pakistan, confirm product eligibility, importer registration, tariff classification, taxes and required approvals. Check Pakistan Customs, Pakistan Single Window and the relevant product regulator before paying. Sources reviewed on 2026-10-18; confirm the requirements for your shipment.

Start with the product and the Pakistani importer
Sources were reviewed on 2026-10-18. A document's publication or amendment date identifies its version; it does not establish that no later changes apply. Confirm the requirements again before ordering or shipping.
Prepare a product description covering materials, intended use, model, quantity, condition and manufacturer. Ask your Pakistani customs agent to confirm the Pakistan Customs Tariff classification and import conditions before you approve production.
For personal-use purchases, ask the carrier or customs agent which clearance procedure applies. For commercial purchases, confirm the importing entity and applicable registration requirements before shipment. Do not assume a small order qualifies for personal-use treatment.
Use the purchasing checklist as preparation: define the product, check destination requirements, verify the supplier, approve samples and calculate delivery costs. The Pakistan rules below concern entry into Pakistan.
Registration: NTN, Pakistan Customs, PSW and WeBOC
FBR provides income-tax registration through Iris. Confirm your National Tax Number, or NTN, registration position before arranging commercial imports.
Pakistan Single Window, or PSW, describes subscription followed by Customs role association. Its guidance covers identity and tax details, contact verification, biometric verification and company details where applicable.
PSW says subscribers can use WeBOC functionality after Customs role association without a separate WeBOC user ID.
The Single Declaration import service requires a PSW subscription and an integrated banking profile. PSW allows traders to authorise customs agents. Agree who prepares and checks the declaration.
Duties and taxes: establish the basis before asking for a rate
The FBR tariff listing reviewed on 2026-10-18 includes the Pakistan Customs Tariff for fiscal year 2026–27 and the corresponding Fifth Schedule. Request a written calculation tied to your exact classification, applicable notifications and eligibility conditions. This guide gives no blanket duty or tax percentage.
FBR's section 25 valuation guidance uses transaction value subject to conditions and adjustments. Transport to the place of importation, associated loading, unloading and handling, and insurance are added where not already included. The supplier's invoice total may therefore be an incomplete customs value.
For imported goods outside the Third Schedule, the Sales Tax Act amended through 30 June 2026 defines the sales-tax value by reference to the section 25 customs value, including customs duties and federal excise duty levied. Third Schedule goods have a separate retail-price basis; ask your agent to check the applicable treatment.
| Cost element | Basis to establish | What to request |
|---|---|---|
| Customs value | Transaction value with required adjustments, subject to valuation rules. | A valuation worksheet identifying freight, insurance and other adjustments. |
| Customs duty | The applicable tariff classification and any relevant concession or notification. | The tariff entry and legal reference used. |
| Sales tax | The applicable valuation basis, schedule and product treatment. | A separate calculation showing the taxable value and supporting provision. |
| Other applicable import charges | Check separately rather than treating the tariff duty as the entire tax bill. | An itemised assessment with a source for each applicable charge. |
| Delivery costs | The agreed supplier, carrier, terminal, clearance and inland-delivery scope. | A quote showing inclusions, exclusions and charges payable at destination. |
Import permissions and PSQCA product conformity
The Ministry of Commerce publishes the Import Policy Order and amendments. Check the applicable prohibitions, restrictions and conditions for your product. Treat importer registration and product eligibility as separate checks.
Before paying a deposit, ask your customs agent to identify the applicable policy provisions, regulator and any required licences or approvals.
The Pakistan Standards and Quality Control Authority, or PSQCA, publishes mandatory-product lists and importer guidance covering food, non-food and electrical or electronic categories. Check your exact product and applicable Pakistan Standard; do not assume one PSQCA approval covers all products.
PSW describes online applications for PSQCA release orders, including possible requests for documents, laboratory tests and physical inspection. Confirm the evidence needed before production. Arrange regulatory approval separately from supplier verification and commercial inspection.
Shipping from China: Karachi and Port Qasim
Karachi Port Trust identifies container terminals at Karachi Port, and Port Qasim Authority lists container-handling facilities. Request quotations for the actual destination terminal and onward delivery address.
Maersk's FI2 announcement dated 11 May 2026 gives this rotation: Shanghai, Ningbo, Nansha, Tanjung Pelepas, Nhava Sheva, Pipavav and Port Qasim. This supports a published route example with intermediate calls; reconfirm the service and sailing when booking.
Ask the forwarder to compare available services with and without transshipment for your loading port. Intermediate port calls do not themselves mean your container changes vessels. Obtain the proposed route, terminal, cargo acceptance conditions, destination charges and delivery estimate in writing.
Pay Chinese suppliers with checks and agreed milestones
Before paying, verify the contracting supplier and beneficiary details independently. Confirm any bank-account change through an established contact channel. Agree specifications, the approved sample, inspection criteria, delivery responsibilities and remedies in writing.
The State Bank of Pakistan's import guidance provides for advance payments through authorised dealers subject to due diligence. Ask your bank which payment method and documents it will accept before promising payment terms to a supplier.
Consider negotiating staged payments linked to documented production and inspection milestones. For a documentary credit, ask the bank which documents can support the agreed controls. ICC explains that banks deal with documents rather than the goods themselves; arrange product verification separately.
Keep the contract, invoice, payment evidence, inspection findings and shipping documents together. Resolve discrepancies before authorising the next payment or shipment.
Order-to-clearance steps and common mistakes
Before ordering: confirm the importer, classification, import eligibility, regulatory evidence and bank arrangements. Then compare supplier quotations against the same written specification and delivery scope.
Before production: approve an identified sample and agree acceptance criteria. Request appropriate material and conformity evidence rather than relying on photographs.
Before dispatch: check the invoice, packing information, transport documents and required approvals with your customs agent. Match product descriptions, quantities and contracting parties across the file.
For declaration: PSW's published import workflow includes consignment information, financial instruments, commodity details, supporting documents, validation and payment procedures. Confirm the applicable document set for your shipment.
Avoid budgeting only for freight and tariff duty, leaving product approval until arrival, accepting unexplained beneficiary changes or treating an inspection report as a guarantee of customs release. Address these points before goods leave China.

Other destinations: use the same questions, then local rules
For a UK comparison, HMRC guidance starts import VAT valuation with customs value and adds applicable import duties and qualifying incidental expenses. Use Pakistan's applicable provisions when preparing a Pakistan calculation.
See our UK import guide, Egypt guide and Saudi Arabia guide. Check the rules for the actual destination rather than transferring another country's registration, tax or conformity requirements.
How Cambridge China Bridge helps
Cambridge China Bridge invites enquiries from individuals and businesses of different sizes, including buyers outside the UK. Send the product, quantity and destination, and agree the required work before commissioning it.
Agree the scope for supplier checks, sample coordination and inspection. See factory verification and small-order sourcing for the relevant service.
Its services page states that agreed factory-audit and inspection work is included in the quoted landed price when it supplies the order. A standalone factory audit is quoted separately. Scope and external testing or third-party fees are agreed in writing.
Include your Pakistani customs agent's classification and compliance requirements in the sourcing brief so supplier documents and inspection criteria address the actual order.

Frequently asked questions
How much duty will I pay on goods from China?
Use the applicable FBR tariff entry and notifications for your exact product. Request an itemised assessment covering all applicable taxes and charges.
Do I need NTN registration before importing commercially?
PSW's subscription guidance requests tax identification, including NTN details. Confirm your FBR registration and Customs trader role before commercial clearance.
Do I need both PSW and a separate WeBOC login?
Yes. Once your Customs role is linked, PSW subscribers can use WeBOC functions without a separate WeBOC user ID.
Does every product need PSQCA certification?
Check your exact product against PSQCA's mandatory-product lists and applicable standards. Do not assume every import requires the same approval.
Can I order first and sort out the import licence later?
Confirm product restrictions and required permissions before paying. Check the Ministry of Commerce's Import Policy Order and applicable amendments with your customs agent.
Which port should I use for a shipment from China?
Compare Karachi Port and Port Qasim quotations against your loading point and final delivery address. Confirm the terminal, route and destination charges before booking.
Will a letter of credit protect me against poor quality?
A letter of credit does not establish goods quality. ICC explains that banks deal with documents. Agree specifications, inspection and documentary conditions separately.
Can Cambridge China Bridge help with a small order?
Its website offers small-order sourcing. Agree the work, fees and delivery scope for your product and destination before commissioning it.
