All product familiesToys: China GB standards vs UK and EU requirements
Hand-verified on:
Quarterly monitoring flags changes for human review. It never updates this date or the content automatically.
A dated summary, not legal advice; check the current official text. Chinese entries use freely accessible official metadata, not reproduced standard clauses. Similar test subjects do not prove that standards are equivalent. UK/EU standards must be selected for the actual product and conformity route.
Compare requirements
| Topic | China GB / CCC | UK / Great Britain | European Union |
|---|---|---|---|
| Scope | The GB 6675 series covers toy safety for the Chinese market; the entries below identify basic safety, mechanical/physical properties, flammability and element migration. | Toys intended for play by children under 14, subject to the statutory exclusions. Age grading affects the assessment. | Directive 2009/48/EC remains the product regime before the new regulation generally applies in 2030. Check exclusions and transition rules. |
| Key tests and assessment | Mechanical/physical safety, flammability and migration are separate parts of GB 6675. A matching subject does not establish equivalence to EN 71. | Assess mechanical/physical hazards, flammability and chemicals. Select the applicable EN 71 parts and current amendments; EN 71-1 has a published restriction for wave rollers. | Assess against EU essential safety requirements and the applicable harmonised standards; a Chinese report alone does not establish this. |
| Marking and labelling | CCC applies to toys within the compulsory certification catalogue; check the exact product scope. A GB test report is not itself a CCC certificate. | UKCA under the UK route, or CE under the recognised EU route, with supporting documentation. | CE marking and the EU conformity documents are required under the toy directive. CCC is not an EU conformity route. |
| Who is responsible? | For catalogue products, the certificate holder must maintain certification compliance; check the manufacturer and product covered. | The manufacturer assesses safety and signs the declaration. The importer checks conformity and traceability; an own-brand seller can become the manufacturer. | The manufacturer and EU importer have distinct duties; identify the EU operator rather than relying on a UK importer for EU supply. |

Official instruments and standards lists
Listed standards are starting points, not a complete test plan. Read the current official list, amendments, restrictions and removal dates. A designated/referenced standard gives a presumption only for the risks it covers.
- Toys (Safety) Regulations 2011 (Great Britain)
- BS EN 71-1 / EN 71-1:2014+A1:2018
- BS EN 71-2 / EN 71-2:2020
- BS EN 71-3 / EN 71-3:2019+A2:2024
- Toy Safety Directive 2009/48/EC (current product regime)
- Regulation (EU) 2025/2509 — general application from 1 August 2030
Key differences
GB 6675.1–.4-2014 are recorded as current on the review date. Their 2025 replacements are published, with implementation on 1 November 2026. Confirm the edition for your production and supply dates.
Regulation (EU) 2025/2509 is in force from 1 January 2026, but generally applies from 1 August 2030; certain provisions apply earlier. It must not be presented as today’s replacement product regime.
What to ask your factory for
Request reports for your exact model, materials, colours and intended use against the applicable UK designated/referenced and EU harmonised standards. Use a laboratory accredited for the relevant tests and verify report authenticity; accreditation is a buyer check, not a universal legal requirement.
Ask for the technical file or an agreed means of obtaining it, including risk assessment, drawings, bill of materials, test evidence and change control for production.
Approve label and instruction artwork before production: product traceability, manufacturer identity, UK importer name/address and destination-language warnings. For EU supply, identify the EU economic operator and applicable contact details separately.
Obtain the manufacturer-signed UK or EU declaration appropriate to the marking route, identifying the exact toy. Record the UK importer in the compliance pack and on the required labelling; ask for its inclusion as an additional declaration contact, not as a substitute for the manufacturer.
Agree the intended age group, English warnings and testing for all relevant EN 71 parts; under-three suitability is a safety decision.
