Worked example
A supplier quotes 1,000 US dollars. At HMRC's September 2026 rate of 1.3554 dollars to £1, the customs value in pounds is 1,000 ÷ 1.3554 = £737.79.

HMRC has published the rates that apply from 1 October 2026. A declaration accepted on or after that date uses these instead.

Which month's rate applies
Use the HMRC rate in force when your import declaration is accepted, not the date of the supplier's invoice or the date you paid. HMRC's guidance says the importer must use the rate published for use at the time the declaration to free circulation is accepted.
HMRC publishes the rates on the penultimate Thursday of each month, as at midday the day before, and they apply from the first to the last day of the following calendar month. So goods shipped in one month and cleared in the next are valued at the next month's rate.
HMRC also checks its rates against commercial rates once a week. If a currency moves by more than 5% from the published customs rate, HMRC amends that rate from midnight on Tuesday. If your contract of sale fixes an exchange rate, HMRC's guidance is to use that contract rate instead.

Divide the dollar amount by HMRC's rate, which is stated as dollars per £1. For example, with a rate of 1.3554, a 1,000 dollar quote is 1,000 ÷ 1.3554 = £737.79.
Should I use the rate on the invoice date or the shipping date?
Neither: use the rate in force on the day your import declaration is accepted. If the goods clear customs in a later month than they were invoiced, the later month's rate applies.
Does the HMRC rate change during the month?
Usually not. HMRC checks its rates weekly and amends a currency's rate from midnight on Tuesday if the commercial rate has moved more than 5% from the published one.
