Parboiled rice duty and import controls

Heading 1006 covers rice. Within its parboiled family, classification distinguishes husked brown rice, semi-milled rice and wholly milled rice, then grain shape, aromatic descriptions and packing size where applicable. A supplier’s description of “parboiled rice” does not identify the complete commodity code. For the wider heading, see sourcing rice from China.

Read from the UK Trade Tariff on 29 September 2026, the supplied parboiled brown-rice lines show £25.00 per 1000 kg; the semi-milled and wholly milled parboiled lines show £121.00 per 1000 kg for goods from China. The record lists no anti-dumping or countervailing duty and no suspensions on these lines. These are weight-based duties; none supports a percentage-duty worked example.

The tariff attaches GMO and organic import controls. China rice requires health certification, sampling and analysis results, CHED-D and commercial documents in IPAFFS, and an approved border control post. Confirm the advance-notification deadline with the relevant port health authority. For organic food entering Great Britain, confirm consignment inspection-certificate requirements and the exporter’s control body and country eligibility with your organic control body. Confirm arrangements with your broker and use finding your commodity code.

Specify milling and cooking performance

State the variety, growing origin, parboiled processing, milling condition, grain shape and pack net weight. Agree acceptance criteria for moisture, broken kernels, foreign matter, colour and odour. Approve representative samples and retain them as the comparison for production. Keep brown, semi-milled and wholly milled specifications separate.

Trial the rice using your kitchen’s cooking and holding method. Compare firmness, grain separation, stickiness, colour and flavour with the approved sample. Agree bag material, seals and storage instructions. For sale, the net quantity must be close enough to the food name that both can be seen together; review the artwork before printing.

Inspection checklist

Identity: compare milling, grain shape, colour and broken kernels with the order and retained sample.

Condition: sample across the bags for damp grain, musty odours, insects, stones, hull fragments and uneven appearance.

Cooking and packing: repeat the agreed cooking trial; check net weights, seals, torn bags and water staining.

Documents: match shipment and batch identifiers to the health certificate, analytical results and entry documents; check the consignment certificate of inspection for organic stock.

What goes wrong

A sample may cook evenly while the delivered lot contains mixed milling conditions or variable processing. Compare samples drawn across the shipment, rather than judging a clean surface scoop. Damp bags and damaged seals can undermine otherwise acceptable grain. Keep suspect stock separate while investigating.

Appearance and a supplier’s non-GM declaration cannot replace the required import documents. Resolve certification and border arrangements before dispatch. Visual inspection also cannot establish pesticide or mould-toxin results; agree batch sampling and testing and certification for the rice you will actually receive.

Cambridge China Bridge sources these products for UK businesses, checking the factory and the documents before shipment. See factory verification. For repeat volumes, see container programmes.
