Returned Goods Relief with a different UK importer
Yes, a different UK business may claim Returned Goods Relief from customs duty if the goods qualify. Import VAT relief requires the exporter and importer to be the same person, so duty relief does not settle VAT treatment. Cambridge China Bridge can help assemble the shipment records for your broker.

Separate the duty decision from VAT
Suppose your company exports stock and another UK company brings it back into Great Britain. Assess duty relief separately from VAT relief. HMRC expressly attaches the same-person condition to import VAT. For the wider eligibility checks, see Returned Goods Relief for China-made stock.
Identify the businesses behind the declarations
Ask the broker to compare the exporting business with the proposed importing business. Distinguish a company importing the stock itself from an agent filing paperwork for you. Record the company names, ownership history and intended declaration arrangement. Our importer of record guide explains the roles.
Match the returned stock to the export
Start with the export declaration, invoice, packing list and transport documents. Match serial numbers, batch references, descriptions and quantities against the return. Ask the overseas holder to describe any work done. HMRC requires an unaltered state, allowing work to maintain working order but excluding value-increasing upgrades.
Give the broker a written tax instruction
Ask for a written assessment of duty relief and import VAT relief separately before booking the return. Request an explanation of any missing evidence and the proposed treatment. If VAT relief is unavailable, discuss possible input VAT recovery with your accountant separately; VAT on imports covers ownership, eligible use and evidence.
Frequently asked questions
Can another UK company claim Returned Goods Relief?
It may qualify for customs duty relief. Import VAT relief requires the exporter and importer to be the same person.
Does duty relief also remove import VAT?
No. Assess the VAT conditions separately, including whether the importing business is the exporting business.
Does using the same customs broker satisfy the VAT test?
The test concerns the exporter and importer. Ask the broker to identify the businesses represented on the declarations.
Can the new importer reclaim VAT instead?
Possibly, under the normal input VAT rules. Check ownership, eligible business use and evidence with your accountant; customs duty relief does not establish a right to deduct VAT.
