Costs & payment

Do I need product recall insurance for China goods?

Consider recall cover alongside product liability insurance if you could not fund a withdrawal or recall yourself. Do not assume liability cover pays those costs: ask for explicit wording covering notification, recovery and disposal. Factory traceability records can be gathered by Cambridge China Bridge.

Decide which financial risk you need to cover

Product liability insurance generally addresses claims for injury or damage caused by supplied products. Recall cover addresses specified costs of responding to a product incident. Neither label tells you exactly what is insured. Use our product liability insurance guide for that cover, then ask your broker to identify any withdrawal or recall exclusions and available extensions.

Buying from China alone does not decide whether recall cover is worthwhile. Estimate the cash needed to locate affected stock, contact buyers, collect goods and arrange final treatment. Include goods held by distributors and fulfilment partners. Consider recall cover where that spending would threaten your business, or where a customer contract asks for it.

Compare the event that triggers payment

Give each broker the same scenario: a suspect component is found after dispatch, affected stock remains in warehouses and customers hold some goods, but nobody has been injured. Ask whether cover responds to a voluntary safety recall, an authority-required recall and withdrawal before goods reach consumers. Request the policy clause supporting each answer.

Check whether the trigger requires actual injury, a defined likelihood of injury, confirmed contamination or another specified event. Ask about defective goods without a safety hazard, missing compliance documents, known defects and incidents discovered before cover starts. Confirm insured products, importing and own-brand activities, sales territories, claims jurisdictions and the treatment of goods already sold.

Compare each cost separately

Ask the broker to complete a cost comparison using the proposed wording and endorsements. For every category, record whether your own costs and customer-incurred costs are covered, the applicable limit, excess, exclusions and approval conditions. A headline recall limit is not enough if a smaller category limit controls the spending you expect.

Questions to put against each proposed policy
Cost categoryAsk for written confirmation
WithdrawalAre warehouse quarantine, stock identification, distributor handling and removal from sales channels covered before consumer returns begin?
Customer notificationAre direct messages, public notices, mailing, translation, helplines and specialist communication support covered?
RecoveryAre return postage, collection, suitable packaging, transport, sorting and temporary storage covered, including costs charged by customers?
DisposalAre specialist treatment, destruction, transport and disposal records covered? What approval is needed before goods are destroyed?
Other lossesAre refunds, replacement goods, repair, lost sales and reputation support covered separately, excluded or subject to additional limits?

Check approvals and the cash you must provide

Check the incident reporting deadline, emergency contact route and who authorises expenditure. Ask what happens when urgent protective action is needed before consent can be obtained, which contractors you may use and whether the insurer advances funds or reimburses invoices. Confirm whether related batches share a limit and whether defence or specialist fees reduce available cover.

Government guidance places responsibility for carrying out corrective action or a recall on the manufacturer or importer. Do not let an insurance claim delay protective action. Confirm with the relevant product-safety authority whether notification is needed. Follow our imported-product recall guide for the operational process; keep insurer reporting and any authority notification as separate tasks.

Prepare factory evidence before buying cover

Prepare product specifications, test reports, complaint records and a map linking factory batches to shipments, warehouses and customer orders. Ask the broker which records the insurer expects and how incomplete traceability affects cover. Use inspection records as supporting evidence rather than assuming an inspection guarantees insurance acceptance.

Keep supplier reimbursement discussions separate from immediate recall funding. Ask the insurer before agreeing settlements, disposing of evidence or releasing the supplier from a claim. Our faulty goods and claims guide covers supplier disputes. Cambridge China Bridge can use its staff in China to gather factory production and inspection records; your broker should confirm insurance cover.

Frequently asked questions

Does product liability insurance cover recall costs?

Do not assume it does. Ask your broker to identify explicit recall or withdrawal cover in the wording and confirm notification, recovery and disposal costs separately.

Can a voluntary recall be insured?

Ask whether the policy covers a voluntary safety recall and what evidence triggers payment. Authority-required action and precautionary withdrawal may be treated differently.

Are refunds and replacement products covered?

Check them separately. Cover for collection or disposal does not establish cover for refunds, replacement stock, repairs or lost sales.

Can I rely on my Chinese factory's insurance?

Do not rely on a certificate alone. Ask your broker to examine whether your business and relevant costs are covered, where claims can be brought and how you would obtain payment.
