Import VAT on menstrual cups and period underwear

Qualifying menstrual cups, sanitary protection and reusable period underwear imported from China are zero-rated for UK VAT. Eligibility depends on the product’s design and marketing. Keep model-specific evidence and challenge an incorrect charge through the appropriate route. Ask Cambridge China Bridge to help obtain factory paperwork.

Check the product rate before the parcel rules

HMRC says imported goods normally carry the same VAT rate as supplies of those goods in the UK. Qualifying sanitary pads, tampons and reusable menstrual cups are zero-rated. Buying them from China for yourself does not automatically mean standard-rate VAT applies.

Keep product eligibility separate from parcel value, customs duty and carrier fees. For those wider checks, use our personal purchases import-tax guide. Ask for a bill that separates each charge before deciding what to dispute.

Match the actual design and marketing

For menstrual cups and conventional sanitary protection, check whether the product is designed and marketed solely to absorb or collect menstrual flow or lochia, the discharge following childbirth. HMRC’s notice titled Women’s sanitary products explains this test. For reusable period underwear, the current legislation uses a different test: it must be designed and marketed primarily for that purpose.

Protective briefs that merely hold sanitary protection in place or protect against leakage do not qualify under this relief. Panty liners designed for sanitary protection can qualify even when marketed as also suitable for light incontinence or light feminine discharges; liners designed primarily for incontinence do not qualify under this relief. Ask HMRC about unclear products rather than relying on a name such as ‘period pants’.

Build a product-specific evidence pack

Ask the factory for a written explanation of the model’s intended use, whether it is reusable, and how it absorbs or collects menstrual flow or lochia. Keep the specification, instructions, packaging photographs and a dated copy of the sales listing. For underwear, record whether the garment itself collects the flow or simply holds a separate pad.

Match the model description across the order, invoice, packing list and customs declaration. Ask for an English translation where needed, retaining the original Chinese document. These are practical supporting documents, not a promise that HMRC will accept eligibility. Our customs documents guide explains the shipment paperwork.

Challenge the charge with a specific explanation

Ask the carrier for the declaration and the VAT calculation behind its bill. Explain which product was imported, which eligibility wording you rely on and which documents demonstrate the design and marketing. Request a review of the declared description and VAT treatment. For a mixed parcel or a kit containing accessories, ask which item each charge concerns.

If VAT appeared at checkout, ask the seller or marketplace to review that charge separately. Send the receipt and product evidence, and request a written explanation or correction. Keep the carrier’s own fee dispute separate using our courier clearance-fee guide.

Use the repayment route for your circumstances

If import VAT has already been overpaid, follow our personal-parcel repayment guide for the postal or courier route and supporting records. Check the current HMRC instructions and claim deadline before waiting for the carrier’s investigation. Keep copies of your explanation, submitted documents and claim reference.

For goods bought solely for personal use, ask HMRC whether any VAT recovery route applies. Correcting an overcharge is a separate matter. If you are VAT registered, check HMRC’s specific correction instructions before using a personal claim route. Cambridge China Bridge’s staff in China can help obtain model-specific factory documents.

Frequently asked questions

Do I pay import VAT on a menstrual cup from China?

A qualifying menstrual cup is zero-rated. Check that its design and marketing are solely for collecting menstrual flow or lochia, and retain evidence tied to the imported model.

Does all period underwear qualify for zero VAT?

No. Reusable underwear must be designed and marketed primarily to absorb or collect menstrual flow or lochia. Briefs that merely hold protection in place or guard against leakage do not qualify under this relief.

What evidence should I keep for HMRC?

Keep the factory’s intended-use explanation, specification, instructions, packaging and dated listing. Match the model to the invoice and declaration, and retain the charge notice and payment records.

How do I challenge VAT charged on period products?

Ask for the declaration and charge breakdown, then explain eligibility with product evidence. Follow the personal-parcel repayment guide for overpaid import VAT; ask the seller separately about checkout VAT.
