How to export sugar from the UK to China

UK sugar needs the correct classification, manufacturer registration and compliant Chinese packaging for ordinary food imports. Confirm the registration route and landed costs before agreeing a price. Cambridge China Bridge's own staff in China find and check Chinese importers and distributors for UK brands.

Start with the sugar's registration route

Sugar, syrups and sweeteners are a starting category, but approval is still needed. The manufacturer normally applies itself or through an agent under GACC Decree 280; confirm the product category in GACC's registration system. The food safety MoU effective on 29 January 2026 created the cooperation mechanism required for simplified batch registration of UK food manufacturers; confirm with GACC whether that route is available for your application. Allow months, not weeks, for approval; the Chinese authority decides. For another food category, see exporting herbs and spices to China. For dairy exports, see exporting liquid milk to China. For cheese, see our guide to exporting cheese to China. For whey, see our guide to exporting UK whey to China.

The following figures cover UK exports under HS 1701-1703 (13 subheadings). HMRC recorded £126k of UK goods exports to mainland China under 13 HS6 subheadings in 2025 (2024: £48k, +164.3%).

For UK exports under HS 1701-1703 (13 subheadings): Exports to Hong Kong under the same codes were £21k. January to July 2026: £33k against £83k in the same months of 2025 (-59.6%).

Price against the exact Chinese tariff line

The listed Chinese tariff lines have MFN rates of 50% for cane and beet sugar, 30% for the listed maple, glucose, fructose and other sugar lines, and 8% for molasses. These charges add to landed cost and shape the price an importer can offer. The largest supplied UK export line was 17029079, caramelised sugar and molasses, at £69k in 2025; this is the whole HS-code total.

Import VAT is generally 13%, with 9% for specified goods including agricultural products. Have the importer's customs broker confirm the applicable treatment and whether consumption tax applies to this product. The stated VAT base is the customs value plus customs duty plus consumption tax; ask the broker to confirm how that base applies to the shipment.

Prepare the sugar specification and Chinese pack

The national food safety standards list names GB 13104-2014 for sugar and GB 15203-2014 for starch sugar. Establish which applies to your formulation before preparing the specification and label artwork. A syrup's marketing name alone is insufficient to settle its classification or applicable standard. For malt extract, see our guide to exporting malt extract to China. For honey, see our guide to exporting honey to China.

For ordinary imports, prepackaged sugar needs a compliant Chinese label, naming its origin and the domestic agent's name, address and contact details. Instructions must be in Chinese where required. The registered manufacturer's China registration number, or its home-authority-approved number, must appear on the packaging. The overseas exporter or agent and the Chinese food importer also have separate filing duties.

Give the UK declarant a consistent shipment file

For exports from England, Scotland or Wales, obtain a GB EORI and classify the sugar before making the export declaration. Give the declarant the commodity code, value, weight, packaging, destination, transport details and invoice and packing list references. The carrier needs the invoice and any required export licences or certificates. Match these details to the product specification and the importer's agreed Chinese classification.

Check the narrow cross-border retail option

Cross-border retail eligibility is partial. The listed matches include 17011400, 17019100, 17019910 and 17019990, plus maple sugar and syrup under 17022000 and low-fructose glucose and syrup under 17023000. Do not extend that listing to every syrup or sweetener.

The listed cane and beet sugar entries are restricted to online bonded purchases. Each person's combined annual imports under 17011400, 17019100, 17019910, 17019990, 17029011, 17029012, 17029090, 21069061 and 21069062 must not exceed 2 kilograms. Check the precise entry and remark before choosing the retail route.

Qualifying cross-border retail imports are supervised as personal-use goods, with first-import licence, registration and filing requirements disapplied subject to the stated risk exceptions. Consumers must accept the risk notice; goods may lack a Chinese physical label, with a Chinese electronic label available online, and may not be resold. This route cannot supply a distributor's resale stock.

Find and check a Chinese buyer before committing stock

Ask a prospective buyer whether it wants ordinary import stock for resale or qualifying cross-border retail sales. Agree the exact sugar specification, Chinese tariff line, label artwork and landed-cost assumptions before accepting its price. If a Chinese importer has already approached your brand, our staff in China check that company before stock is sent or anything is signed.

We prepare registration and label work with licensed partners in China. The importer of record and any required cross-border e-commerce agent remain licensed partners in China; the brand's own filings stay the brand's.

Our own staff in China find and check Chinese importers and distributors for UK brands. Use our export-to-China service to discuss the buyer search or an existing approach.

Frequently asked questions

Does my sugar factory need GACC registration?

For ordinary food imports, the overseas manufacturer must be registered. The manufacturer normally applies itself or through an agent; confirm the sugar's product category in GACC's registration system.

What Chinese duty applies to UK sugar?

The listed cane and beet sugar lines carry 50% MFN duty. Maple, glucose, fructose and other listed sugar lines carry 30%; molasses carries 8%. The exact Chinese tariff line determines the rate.

Can I export sugar with only its UK label?

Ordinary prepackaged food imports need a compliant Chinese label and the manufacturer's registration number on the pack. Qualifying cross-border retail goods have separate personal-use labelling arrangements.

Can cross-border sugar orders supply shops?

Qualifying cross-border retail goods are for personal use and may not be resold. Certain listed sugar entries also require online bonded purchases and share a 2-kilogram annual quantity limit.
