How to export Scotch whisky from the UK to China

Exporting Scotch whisky to China requires manufacturer registration for ordinary trade, compliant Chinese labels and UK export paperwork. China's provisional whisky duty is 5%; import VAT also shapes landed cost. Cambridge China Bridge's own staff in China find and check Chinese importers and distributors for UK brands.

Start with the manufacturer's registration route

Scotch and British whisky falls under HS6 220830 and Chinese tariff line 22083000. For ordinary trade, the overseas manufacturer must register with GACC. The manufacturer applies itself or through an agent, subject to confirming the product category in GACC's registration system. Check the manufacturer's registration and compliant Chinese label arrangements before agreeing an order.

Plan registration in months, not weeks; GACC decides the outcome. Under GACC Decree 280, registration lasts five years and the packaging must show the China registration number or the number approved by the manufacturer's home authority. The UK-China food safety MoU effective on 29 January 2026 created the cooperation mechanism for simplified batch registration; confirm how the manufacturer will use that route before relying on it.

HMRC recorded £163.3m of UK goods exports to mainland China under HS 220830 in 2025 (2024: £163.1m, +0.1%). Exports to Hong Kong under the same codes were £19.1m. January to July 2026: £108.2m against £92.5m in the same months of 2025 (+17%). The largest UK export line under HS 220830 was 22083030 Single malt Scotch whisky £88.3m.

Price against the Chinese border taxes

Chinese tariff line 22083000 has a 10% MFN rate in the 2026 Customs Import and Export Tariff, with a 5% provisional rate effective from 2 February 2026. Import VAT has a standard rate of 13%, calculated on customs value plus customs duty plus consumption tax. The importer's customs broker confirms whether consumption tax applies to the whisky. Border taxes add to landed cost and shape the price the importer can offer.

Prepare the bottle label and standards review

Imported prepackaged whisky must carry a compliant Chinese label naming its place of origin and the domestic agent's name, address and contact details. Include the manufacturer's required registration number on the packaging. China's national food safety standards list includes GB 2757-2012, covering distilled spirits and their blended products. Have the importer arrange a review of the whisky and label against the applicable requirements before approving bottle artwork.

Settle the UK declaration and Scotch certificates

Exports from England, Scotland and Wales to China use the online export declaration service. The declarant needs an EORI number, the correct commodity code, value, weight, packaging, destination, transport details, and invoice and packing list references. Agree who will make the declaration and supply those details. The carrier needs the invoice and any applicable export licences or certificates.

HMRC issues certificates of age and origin for Scotch Whisky exports, including C&E 96 for general use. Agree with the importer which certificate it needs for the shipment; the certificate guidance lists no form specific to China. Keep the certificate request tied to the Scotch product being supplied rather than assuming it covers every British whisky.

Use cross-border retail for personal-use orders

Whisky is on the cross-border e-commerce retail import list under 22083000. Qualifying bonded 1210 and direct 9610 retail imports are supervised as personal-use articles, with first-import licence, registration and filing requirements disapplied, subject to the stated suspension and emergency-risk exceptions. This gives the brand a retail option for consumer orders; the goods may not be resold.

The overseas cross-border business must appoint a mainland-registered company to register with customs, declare truthfully and share civil liability. Before ordering, consumers must accept a risk notice explaining possible differences from Chinese standards and that goods may lack a Chinese label, with a Chinese electronic label available on the website. Agree these responsibilities with the retail operator before offering the whisky.

Find and check the Chinese trading partner

Ask a prospective importer which route it intends to use, who will review the bottle artwork, and how its customs broker will confirm classification and landed cost. For ordinary trade, align the manufacturer's registration evidence, packaging number and shipment details before agreeing the order.

Our own staff in China find and check Chinese importers and distributors for UK brands. If an importer has already approached the brand, our staff in China check that company before stock is sent or anything is signed.

We prepare registration and label work with licensed partners in China. The importer of record and any required cross-border e-commerce agent remain with licensed partners in China, and the brand's own filings stay the brand's. Use our export-to-China service to arrange the partner checks and preparation.
