How to export Pork offal and fat from the UK to China
Start with the exact product code, the manufacturer's China registration route and the health certificate's product scope. The manufacturer must secure the required recommendation and apply for registration. Cambridge China Bridge's own staff in China find and check Chinese importers and distributors for UK brands.

Match the product to its export route
Pork offal and fat spans HS6 020630, 020641, 020649, 020910 and 020990 in this guide. Separate fresh or chilled offal, frozen livers, other frozen offal and unrendered fat before seeking a quotation. HS 020990 covers poultry fat, so it should not be selected merely because the goods are fat. These codes are absent from the cross-border e-commerce retail import list; plan around the food import requirements.
HMRC recorded £108.1m of UK goods exports to mainland China under HS 020630, 020641, 020649, 020910, 020990 in 2025 (2024: £101.0m, +7%). Exports to Hong Kong under the same codes were £982k. January to July 2026: £51.3m against £67.6m in the same months of 2025 (-24.2%).
The largest UK export line was 02064900, edible offal of swine, frozen, excluding livers: £108.1m. This is the total under that HS line, rather than a sales figure for an individual cut or manufacturer.
The manufacturer owns the registration application
Treat the offal as meat and meat products under the recommendation route, and confirm the exact product scope in GACC's registration system. Under GACC Decree 280, the manufacturer applies itself or through an agent and must obtain its country's competent-authority recommendation, supported by a plant audit report and recommendation letter. Preparation and approval take months, not weeks; the Chinese authority decides.
The manufacturer must prepare its application and make its plant available for the required audit. Registration lasts five years, but meat registrations are not renewed automatically. The exporter or agent and the Chinese importer also need their respective filings. Where quarantine approval is required, the importer must obtain the permit before signing the trade contract. Confirm the plant's registered product scope before committing stock.
Price against the correct Chinese tariff line
The MFN rates for the listed Chinese tariff lines are shown below. Duty and import VAT add to landed cost and shape the price an importer can offer. The VAT Law sets a standard rate of 13% and a 9% rate for agricultural products. Have the importer’s customs broker confirm the VAT treatment of the exact offal or fat and whether consumption tax applies. Import VAT uses customs value plus duty plus any applicable consumption tax.
| Chinese tariff line | Rate |
|---|---|
| 02063000 | 20% |
| 02064100 | 20% |
| 02064900 | 12% |
| 02091000 | 20% |
| 02099000 | 20% |
Prepare meat markings and label artwork
Imported fresh and frozen meat needs firm, clear markings in Chinese and English, or Chinese and the exporting country's language, showing origin country, product name, plant registration number and batch number. The outer pack must also state specification, origin, destination, production date, shelf life and storage temperature in Chinese, with the PRC identified as the destination. Prepackaged food additionally needs a compliant Chinese label naming origin and the domestic agent's name, address and contact details.
Check the offal against GB 2707-2016, the national food safety standard for fresh and frozen livestock and poultry products. Prepackaged label artwork should be checked against current requirements and GB 7718-2025, which takes effect on 16 March 2027. The manufacturer's registration number must appear on packaging, and its overseas manufacturer registration number must be entered correctly on the import declaration.
Check the UK declaration and certificate scope
For exports from England, Scotland or Wales, obtain a GB EORI and classify the goods before arranging the export declaration. Prepare value, weight, packaging, destination, transport and invoice and packing list references. Certificate 7006GB is active for frozen raw pork exported from Great Britain to China. Check its guidance notes for plant, product and ingredient limits before relying on it for offal or fat; its stated scope does not cover every line in this guide.

Find and check the Chinese importer
Our own staff in China find and check Chinese importers and distributors for UK brands. If an importer has already approached you, our staff check that company before stock is sent or anything is signed. For these goods, establish who will handle the importer's filing, any required quarantine permit and the declaration containing your manufacturer's registration number.
For this category, we help only with preparation, finding and checking a Chinese importer, and coordinating licensed partners. We prepare registration and label work with licensed partners in China; the importer of record stays with licensed partners, and your own filings stay yours. Use our export service to arrange that preparation.
