How to export newspapers to China

UK newspapers need a licensed publication import business in China, which files the intended titles before import. Both Chinese tariff lines carry 0% MFN duty, and publications attract 9% import VAT. Cambridge China Bridge’s own staff in China find and check Chinese importers and distributors for UK brands.

Start with a licensed publication importer

Newspapers, journals and periodicals fall under HS6 490210 and 490290, with Chinese tariff lines 49021000 and 49029000. The verified rule restricts publication imports to publication import businesses established under the relevant Regulation. Before offering stock to a Chinese distributor, establish which licensed business will conduct the import.

HMRC recorded £11.8m of UK goods exports to mainland China under HS 490210, 490290 in 2025 (2024: £11.5m, +2.5%). Exports to Hong Kong under the same codes were £719k. January to July 2026: £6.8m against £6.8m in the same months of 2025 (+0%).

Prepare titles for the importer’s filing

The licensed import business must file its intended publication titles with the provincial or higher publishing authority before import. Prepare the proposed title list for that partner; any applications or filings belonging to the UK publisher remain its own. Allow months, not weeks: the Chinese authority decides, and customs does not release titles whose import has been banned or postponed. Do not commit a shipment before the licensed partner confirms the position for those titles.

Price around duty and publication VAT

Both Chinese publication tariff lines have a 0% MFN rate. Imported newspapers and magazines fall within the VAT Law’s 9% list. Import VAT uses the customs value plus customs duty plus consumption tax as its base; the importer’s customs adviser confirms whether consumption tax applies to these publications. Border taxes add to landed cost and therefore shape the price the importer can offer.

Classify the publications before exporting. The largest UK export line to China under HS 490290 was 49029000 at £11.8m in 2025. For exports from England, Scotland or Wales, obtain a GB EORI and arrange the online export declaration. Provide the commodity code, value, weight, packaging, destination, transport and invoice and packing list references; give the carrier the invoice and any applicable export licences or certificates.

Check the limited cross-border retail entry

Cross-border e-commerce list coverage is partial: the matched entry is 49029000, other newspapers, magazines and periodicals. Confirm the exact publication and route with the licensed partner before offering it through this channel. Listed goods imported through bonded 1210 or direct 9610 retail channels are supervised as personal-use articles, without first-import licence, registration or filing requirements, subject to the notice’s suspended-area and emergency-risk exceptions.

The overseas retail business retains the main responsibility for quality and safety and must appoint a mainland-registered company to register with customs, declare truthfully and share civil liability. Consumers must accept the risk notice before ordering, and purchases are for personal use and cannot be resold. This route therefore does not supply publications for a Chinese distributor’s resale stock.

Find and check the Chinese trading partner

Our own staff in China find and check Chinese importers and distributors for UK brands. If an importer has already approached your publishing business, our staff check that company before stock is sent or anything is signed. For these publications, the preparation should identify the licensed import business and the titles it intends to file.

For this category, our help is limited to preparation, finding and checking a Chinese importer, and coordinating licensed partners. We prepare registration and label work with licensed partners in China; the importer of record and any required cross-border e-commerce agent remain licensed partners’ roles, while the brand’s own filings remain its own. Use our export service to arrange that preparation.
