How to export Diagnostic reagents from the UK to China
Reagents managed as medical devices need Chinese class I filing or class II/III registration before import, plus Chinese instructions and labels. Confirm with licensed partners who will be the overseas registrant or filer. Cambridge China Bridge’s own staff in China find and check Chinese importers and distributors for UK brands.

Establish the reagent’s route before offering stock
For diagnostic and laboratory reagents managed as medical devices, China requires class I filing or class II/III registration before import. For class I, the overseas filer designates a mainland legal-person company to submit the filing and home-country permission-to-sell evidence. Confirm the registrant or filer with licensed partners. Plan for months, not weeks: the Chinese authority decides, with no fixed approval timeline.
HMRC recorded £87.9m of UK goods exports to mainland China under HS 382211, 382212, 382213, 382219, 382290 in 2025 (2024: £109.3m, -19.6%). Exports to Hong Kong under the same codes were £4.1m. January to July 2026: £36.5m against £43.7m in the same months of 2025 (-16.6%).
The largest UK export line to China was 38221900, at £64.8m in 2025 under HS 382219. This is an HS-code total, not sales of your reagent alone. Give a prospective importer the product’s intended use so its customs broker can confirm classification and whether medical-device controls apply.
Use the exact Chinese tariff line to price the offer
The listed Chinese tariff lines have the MFN rates below; 38221100 also has a provisional 2026 rate of 0%. Import VAT is generally 13%, subject to reduced-rate or special rules, calculated on customs value plus customs duty plus consumption tax. The importer’s customs broker confirms the applicable treatment and whether consumption tax applies to the reagent. Border taxes add to landed cost and shape the price the importer can offer.
| Chinese tariff line | Rate |
|---|---|
| 38221100 | 3% |
| 38221200 | 3% |
| 38221300 | 3% |
| 38221900 | 3% |
| 38229000 | 4.5% |
Prepare Chinese instructions and label artwork
Imported reagents managed as medical devices must have Chinese instructions and Chinese labels; devices without them may not be imported. The instructions must state the origin and the name, address and contact details of the mainland legal entity designated by the overseas registrant or filer. Have the manufacturer prepare the artwork and instructions for review with the designated entity before shipment.
Prepare the UK export declaration and certificate evidence
Classify the reagent under the correct UK commodity code. Exports from England, Scotland or Wales need a GB EORI and an online export declaration. Prepare the value, weight, packaging, destination, transport details, and invoice and packing-list references for the declarant; provide the carrier with the invoice and any required export licences or certificates.
For a reagent managed as a medical device, you may need a Certificate of Free Sale from the MHRA. It does not verify compliance with China’s requirements. Check the specific UK medical-device export requirements and agree with the Chinese application partner what permission-to-sell evidence the manufacturer must provide.
Treat cross-border retail as a narrowly listed option
The cross-border e-commerce retail import list includes 38221900, but its remark excludes goods managed as medical devices. This is a partial listing for these reagents, not a route for bypassing medical-device filing or registration. Establish the exact classification and the effect of that exclusion with the importer’s customs broker before choosing a retail channel.

Find and check a Chinese importer before committing
Our own staff in China find and check Chinese importers and distributors for UK brands. If an importer has already approached you, our staff in China check that company before stock is sent or anything is signed.
For these reagents, our help is limited to preparation, finding and checking a Chinese importer, and coordinating licensed partners. We prepare registration and label work with licensed partners in China. The importer-of-record and required designated-entity roles stay with licensed partners in China; the manufacturer’s own filings remain its own. Use our export-to-China service for this preparation and partner coordination.
Frequently asked questions
Do diagnostic reagents need registration before import into China?
If managed as medical devices, class I reagents need filing and class II/III need registration before import. Confirm the overseas registrant or filer with licensed partners; the Chinese authority decides.
What Chinese duty applies to diagnostic reagents?
38221100, 38221200, 38221300 and 38221900 have 3% MFN rates; 38229000 has 4.5%. For 2026, 38221100 also has a 0% provisional rate. Classification determines the relevant line.
Can I sell diagnostic reagents through cross-border e-commerce?
The retail import list includes 38221900 but explicitly excludes goods managed as medical devices. Confirm the reagent’s classification and eligibility before choosing this route.
Does an MHRA Certificate of Free Sale establish Chinese compliance?
No. You may need the certificate for medical-device exports, but the MHRA does not verify compliance with China’s rules. Chinese filing or registration and label requirements still need to be addressed.
