How to export breakfast cereals from the UK to China

To export breakfast cereals to China, confirm the tariff line and GACC route, arrange manufacturer registration, and prepare Chinese labels and UK export paperwork. Rolled oats may need a competent-authority recommendation. Cambridge China Bridge's own staff in China find and check Chinese importers and distributors for UK brands.

Match your cereal to its registration route

Breakfast cereals, oats and muesli span HS 110412, 110419, 190410, 190420 and 190430. For ordinary food imports, overseas manufacturers must register with GACC under Decree 280. Rolled or flaked grains under HS 1104 probably fall within the edible-grains category requiring a competent-authority recommendation; confirm in GACC's registration system. Check prepared cereals separately rather than assuming the same route. For flour and milled grains, see our UK flour export guide.

HMRC recorded £193k of UK goods exports to mainland China under HS 110412, 110419, 190410, 190420, 190430 in 2025 (2024: £339k, -43.1%). Exports to Hong Kong under the same codes were £1.6m. January to July 2026: £87k against £120k in the same months of 2025 (-27.5%).

For the recommended route, the manufacturer applies itself or through an agent, and the exporting country's competent authority provides an audit report and recommendation letter. Plan for months, not weeks; the Chinese authority decides approval. Registration lasts five years. The manufacturer's registration number must be entered correctly on the Chinese import declaration, or customs will not accept it.

Price against the Chinese tariff line

The listed Chinese MFN tariff rates distinguish rolled grains from prepared cereals and affect the importer's landed cost and the price it can offer you. Import VAT is generally 13%, with 9% applying to agricultural products; have the importer's customs broker confirm the treatment of your cereal and whether consumption tax applies. Import VAT uses customs value plus duty plus any consumption tax as its base.

Prepare cereal labels before printing

For ordinary imports, prepackaged cereals need compliant Chinese labels stating origin and the domestic agent's name, address and contact details, plus Chinese instructions where required. A registered manufacturer must put its China registration number or the number approved by its home authority on the packaging. Coordinate these details with the importer before approving artwork.

GB 19640-2016 covers 冲调谷物制品, cereal products prepared by mixing with liquid; have the product assessed for whether this standard applies. GB 7718-2025 takes effect on 16 March 2027. Check artwork being designed now against both the current labelling rules and the incoming standard.

Give your export declarant the product detail

Classify the cereal using its actual preparation, rather than its breakfast branding. Exports from England, Scotland or Wales need a GB EORI and an export declaration. Give the declarant the commodity code, value, weight, packaging, destination, transport details and invoice and packing list references. The carrier needs the invoice and any required export licences or certificates; confirm the requirements for the particular shipment.

The largest listed UK export line to mainland China was prepared cereal foods under HS 19041090, at £105k in 2025. That is an HS-line total, rather than sales of your particular cereal, so use it as a comparison point when discussing the product with an importer.

Check whether cross-border retail fits

The cross-border retail list includes 11041200, 11041990, 19041000, 19042000 and 19043000. The entries for rolled oats and other rolled grains, 11041200 and 11041990, are restricted to online bonded goods. Do not assume the ordinary tariff line 11041910 has the same listing. Listed goods imported through eligible retail channels receive personal-use supervision, with the stated first-import licence, registration and filing requirements disapplied, subject to emergency exceptions.

This route serves consumers buying for personal use, and the goods may not be resold. Consumers must accept a risk notice covering possible differences from Chinese standards and possible absence of a Chinese label, with a Chinese electronic label available online. The overseas seller carries primary quality and safety responsibility and must appoint a mainland-registered company for customs registration, truthful declaration and shared civil liability.

Find and check a Chinese cereal importer

Before agreeing a cereal order, establish whether the buyer plans ordinary imports or cross-border retail. Match that plan to the product's tariff line, manufacturer registration route and packaging. Ask for a landed-cost calculation using the applicable tariff and VAT treatment so the proposed purchase price has a clear basis.

Our own staff in China find and check Chinese importers and distributors for UK brands. If an importer has already approached you, our staff in China check that company before stock is sent or anything is signed.

We prepare registration and label work with licensed partners in China. The importer of record and any required cross-border e-commerce agent remain licensed partners' regulated roles; your own filings stay yours. We check requirements with those partners. Use our export-to-China service to discuss importer checks and preparation for your cereal.
