先拆解技术规格
把招标文件转化为书面的产品与证据清单：材料、尺寸、性能标准、检测报告、标签、包装、质保及交付验收。若拟用等效方案，应通过招标澄清渠道向采购方确认。工厂目录或 CPV 编码相符，并不等于产品合规。
逐项核对 UKCA、CE 及产品法规
标识要求取决于产品及销售地区。大不列颠对多类产品法规继续认可 CE 标识，北爱尔兰另有安排。医疗器械适用独立的 MHRA 规则。下单前应确认适用法规、合格评定、技术资料及进口商责任。
GOV.UK：在大不列颠市场投放制成品读清采购规则与投标资格
《2023年采购法》的新制度于2025年2月24日实施。更早启动的采购及框架可能继续适用旧规则，苏格兰另有采购制度。应遵循公告载明的规则、供应商注册、排除情形审查、财务要求及评标标准。从中国采购本身不保证投标资格或中标。
